We are seeking an accomplished and highly motivated
Senior Cost Manager - OFCI / Long-Lead Equipment to lead cost management for Owner-Furnished Contractor-Installed (OFCI) equipment and major owner-direct procurement packages across hyperscale data center construction programs. This client-facing Owner's Representative role is responsible for maintaining a transparent, accurate, and auditable equipment cost position that integrates into the overall campus cost report while ensuring financial discipline throughout the procurement lifecycle.
The ideal candidate will have extensive experience managing high-value equipment costs, forecasting commercial exposure, and partnering with procurement, engineering, construction, finance, and project controls teams to deliver accurate reporting and effective cost governance.
RESPONSIBILITIES- Lead cost management and financial control for OFCI and long-lead equipment packages across one or more large capital projects.
- Establish and maintain budgets, cost codes, commitments, purchase orders, actual costs, accruals, cash flow forecasts, contingency, and Estimate at Completion (EAC) for assigned equipment packages.
- Maintain the OFCI/Long-Lead Equipment cost position as a dedicated cost stream within the consolidated campus cost report.
- Coordinate with Procurement, Engineering, Construction, Finance, Contracts, Logistics, and Project Controls teams to validate cost data and forecast commercial exposure.
- Reconcile budgets, purchase orders, vendor invoices, payment status, procurement records, and ERP financial data.
- Review vendor quotations, invoices, milestone payments, retention, freight, storage, duties, taxes, and supporting documentation for commercial accuracy.
- Track commitments, actual costs, accruals, forecasted costs, contingency usage, and remaining budget by equipment package.
- Evaluate cost impacts resulting from design changes, procurement delays, manufacturing issues, logistics, delivery sequencing, and construction interface changes.
- Develop and maintain cash flow forecasts aligned with manufacturing, FAT, shipment, delivery, installation, SAT, and final payment milestones.
- Maintain change logs, commitment logs, invoice trackers, accrual schedules, contingency logs, and forecast models.
- Prepare monthly and quarterly cost reports highlighting budgets, commitments, actuals, forecasts, pending changes, cash flow, contingency, and key commercial risks.
- Support Procurement and Contracts teams during bid evaluations, supplier negotiations, purchase order development, change evaluations, and final reconciliation.
- Ensure all cost records remain accurate, auditable, and compliant with project financial controls while proactively escalating commercial risks and funding gaps.
- Mentor junior cost engineers and cost analysts, and perform other related duties as assigned.
QUALIFICATIONS Required qualifications: - 8+ years of progressive experience in cost management, cost engineering, cost control, project controls, procurement cost management, or commercial management on large capital construction projects.
- Bachelor's degree in Construction Management, Civil Engineering, Quantity Surveying, Engineering, Finance, Accounting, Supply Chain, Engineering Management, or a related field.
- Hands-on experience managing OFCI packages, owner-direct procurement, long-lead equipment, or other major capital equipment purchases.
- Experience supporting large construction, EPC, industrial, infrastructure, power, semiconductor, mission-critical, or hyperscale data center projects.
- Strong knowledge of budgeting, commitments, purchase orders, accruals, invoicing, forecasting, contingency management, cash flow, change management, and EAC.
- Experience reviewing vendor quotations, invoices, milestone payments, change requests, and purchase order documentation.
- Ability to reconcile procurement records, project cost reports, vendor invoices, and ERP/accounting systems.
- Strong commercial judgment with the ability to identify scope gaps, unsupported costs, escalation risks, and forecast inconsistencies.
- Advanced proficiency in Microsoft Excel and experience with SAP, Oracle, EcoSys, Unifier, Power BI, or similar project controls platforms.
- Excellent analytical, organizational, communication, and problem-solving skills.
Preferred qualifications: - Experience supporting hyperscale data centers, mission-critical facilities, or other MEP-intensive construction programs.
- Experience managing major electrical and mechanical equipment, including transformers, switchgear, generators, UPS systems, chillers, cooling systems, controls, and technology infrastructure.
- Experience with OFCI, OFOI, free-issued materials, or owner-direct procurement models.
- Familiarity with manufacturing milestones, FAT, shipment, delivery, installation, SAT, and final equipment acceptance processes.
- Experience with logistics, freight, customs, duties, taxes, storage, warehousing, and oversized equipment costs.
- Professional certification such as AACE Certified Cost Professional (CCP), PMP, RICS, CIPS, or equivalent.
