Longenecker & Associates (L&A), a Geosyntec Company, is a trusted partner enabling critical missions across the U.S. Department of Energy (DOE) complex for more than 35 years. We contribute to DOE’s nuclear security and environmental remediation enterprise by providing the highest-caliber staff and experts. We are seeking a motivated Sr. Project Manager contribute to our mission supporting our work atPantex in Amarillo,TX.

Essential Duties and Responsibilities

The Senior Project Manager is responsible for the leadership, planning, execution, and successful delivery of large-scale capital assets, infrastructure, engineering, construction, and government-funded projects. This position oversees complex projects from strategic planning through design, procurement, construction, commissioning, and closeout while ensuring compliance with contractual, regulatory, safety, and organizational requirements.

The successful candidate will have extensive experience managing high-value projects, leading multidisciplinary teams, directing subordinate project managers, and interfacing with executive leadership, clients, and government stakeholders. Experience with DOE, NNSA, federal capital asset projects, and DOE Order 413.3B project is required. Extensive Heavy Civil Construction industry experience is preferred.

Project Leadership: Lead large, complex projects and programs from initiation through completion. Develop project execution strategies, schedules, budgets, risk management plans, and performance metrics. Manage project scope, schedule, cost, quality, and operational objectives. Direct project teams consisting of engineers, project controls specialists, procurement personnel, construction managers, and technical staff. Provide leadership and oversight to multiple project managers and functional managers. Establish priorities and allocate resources to maximize project performance. Develop recovery plans for schedule or cost performance issues. Support long-range capital planning and strategic project development.

Financial Management: Develop and manage project budgets ranging from several million dollars to multi-billion-dollar capital asset programs. Monitor forecasts, earned value performance, cash flow, and resource utilization. Ensure projects meet financial objectives and contractual requirements. Review and approve project expenditures and change management activities.

Client and Stakeholder Management: Serve as the primary interface with senior leadership, federal agencies, clients, regulators, and external stakeholders. Present project status, risks, opportunities, and recommendations to executive leadership. Foster strong client relationships and maintain stakeholder confidence throughout project execution.

Risk and Compliance Management: Identify, evaluate, and mitigate project risks. Ensure compliance with applicable regulations, industry standards, safety requirements, and quality management systems. Manage project controls and governance processes to ensure successful delivery.

Education and Licensure

Bachelor’s Degree in related field. Additional experience can be considered in lieu of education.

  • In-depth knowledge of construction, cost and scheduling, subcontract administration, and the ability to develop or evaluate construction strategies/techniques.
  • Knowledge of operations, maintenance, or project startup and construction management and construction subcontracts.
  • Thorough knowledge of the principles and methods of multiple engineering disciplines including design and construction in addition to business disciplines such as procurement, planning, scheduling, cost/budget control.
  • Knowledge of DOE Orders and Regulations as well as commercial industry codes and standards and practices.
  • Minimum 10 years of management and leadership experience directing multidisciplinary project teams.

Preferred Qualifications and Location Details

  • DOE Order 413.3B Capital Asset Project delivery experience.
  • Department of Energy (DOE) and National Nuclear Security Administration (NNSA) project experience.
  • Nuclear facility, energy infrastructure, environmental remediation, industrial construction, transportation, and heavy civil project experience.
  • Experience supporting Critical Decision (CD) processes and federal project governance requirements.
  • Earned Value Management System (EVMS) implementation and oversight experience.
  • Professional Engineer (PE)
  • OSHA 40-Hour Training/ Cert.
  • Prior Pantex Project Management Experience preferred.
