Job ResponsibilitiesJob Purpose:The person in this position will provide fiscal oversight for the South Carolina Pathways Project (SCPP), including preparing and reviewing budgets, expenditure reports, annual reports and other grant and fiscal documents. The SCPP grant and this position support the agency's goal to "Ensure all students are college-career-, or military-ready", with a target of seventy-five percent (75%) performing at or above grade level.
Responsibilities:- Provide Fiscal & Grants Management Oversight: Oversee all fiscal aspects of the South Carolina Pathways Project (SCPP), including preparing, reviewing, and monitoring budgets, spend plans, expenditure reports, grant documentation, and other fiscal records to ensure compliance with funding requirements.
- Monitor Subrecipient Financial Performance: Review budgets and expenditure reports submitted by subgrantees to ensure grant funds are utilized appropriately, accurately documented, and aligned with project objectives and funding guidelines. Perform on-site and virtual reviews to ensure compliance with federal, state and programmatic regulations.
- Prepare Reports and Project Documentation: Assist in the development of project summaries, fiscal reports, and other required documentation to communicate project progress, outcomes, and expenditures to partners, stakeholders, and funding agencies.
- Coordinate with Funding Sources: Maintain strong working relationships with funding agencies and ensure the accurate and timely submission of all required fiscal reports, documentation, and grant-related deliverables.
- Support Project Implementations and Improvement Efforts: Collaborate with the SCPP Coordinator to support project activities, including initiatives to improve transition service delivery systems in schools and the development and implementation of new diploma pathways.
- Engage and Communicate with Stakeholders: Present project updates, fiscal information, and program developments to partners, stakeholders, and other audiences to support project implementation, collaboration, and informed decision-making.
- Conduct Research and Resources Development: Investigate opportunities for resource development, project expansion, funding diversification, and long-term sustainability to enhance program impact and effectiveness.
- Facilitate Cross-Functional Collaboration: Work closely with internal staff, external partners, Educational agencies, and stakeholders to support successful project operations and achievement of program goals.
- Perform Additional Duties as Assigned: Carry out other related responsibilities and special projects as needed to support the mission and objectives of the South Carolina Pathways Project and the Agency.
This position is located in the Office of Special Education.
Minimum and Additional Requirements A bachelor's degree and experience in education, management or business.
Preferred Qualifications - Bachelor's degree in business, finance, or accounting.
- Two plus (2+) years of experience in grants administration, finance, accounting, education, management, or business.
- Four plus (4+) years of experience in the field of public finance and/or grant management or fiscal management experience relating to grant funded education projects as well as proficiency with Excel, Excel Pivot Tables, and Power Querry.
- Strong organizational skills, including an ability to manage multiple priorities with competing demands for resources.
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies. Ability to foster a cooperative work environment while demonstrating sound judgement and making timely, effective decisions.
- Commitment to continually building on existing knowledge and skills to be up-to-date on the latest updates to federal, state and programmatic regulations and analysis innovations.
