Full Job Description
Torch Technologies is seeking a Software Engineer (Senior) with Test Automation Experience to join a team to support the testing of systems assigned to the Air Force Human Resources Systems Division (HRSD). The person that fills this position will apply their software engineering skills to test automation, tool engineering, and quality verification across the Military Personnel Data System (MilPDS) and broader legacy applications within the HRSD. The ideal candidate will possess programming skills-enabling them to write maintainable automation code for use in test workflows, executing manual testing, support pipeline integration, and support agentic testing workflows using enterprise automation suites such as UiPath and OpenText UFT One. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division.

This position requires a highly motivated individual. The Software Engineer (Senior) will perform work that applies a broad theoretical and practical knowledge of Agile-based software engineering with responsibilities such as, but not limited to:
  • Preparing/creating, reviewing, and analyzing all types of documentation for: Planning, Requirements, Design, Coding, Support, and Test.
  • Source code, configuration files and engineering resolution support.
  • Determining operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions.
  • Demonstrating solutions by developing documentation, flowcharts, layouts, diagrams, charts, and code comments.
  • Determining and designing system specifications, and standards, and programming/coding and installing solutions.
  • Improving operations by conducting systems and process analysis plus recommending changes in policies and procedures.
  • Advising (licensed) software procurements by researching, analyzing, comparing, and documenting results of vendors and products, which may include installation, configuration and testing (of products).
  • Providing information and recommendations by collecting, analyzing, and summarizing development and service-related issues;
  • Developing software solutions by studying requirements/user stories, user/system/data needs, conferring with users, studying systems flow, data usage, and work processes, investigating problem areas, and following an Agile software development lifecycle.
  • Evaluating software technologies such as containerization and the use of Kubernetes, infrastructure as code, configuration as code, micro services, standard application program interfaces (API), continuous integration/continuous delivery (CI/CD), and maximizing the automation of the software development lifecycle (SDLC).
  • Ensuring the rigorous application of information security/cybersecurity policies, principles, and practices to the delivery of application software services.
  • Practical software engineering and scripting experience with proven proficiency in one or more programming languages (e.g., Java, VBScript, or C++) and core software engineering concepts.
  • Experience creating, debugging, and maintaining automated test suites using enterprise tools such as UiPath, OpenText UFT One (formerly HP UFT/QTPP), or similar GUI automation frameworks.
  • Possesses understanding of software quality assurance, manual test execution, test procedure creation, and defect logging platforms (e.g., Jira).
  • Knowledge and understanding of Federal and DoW Cybersecurity regulations and policies.
  • Experience with the Risk Management Framework (RMF), and Federal DoW Cybersecurity regulations, policies and best practices.


Required Qualifications:
  • U.S. Citizenship is required.
  • Master's or Doctorate Degree in a related field and 8 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoW.
  • OR, Bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW.
  • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoW.
  • Active Secret Clearance (required to start)


Preferred Qualifications:
  • Familiarity with Oracle RDBMS and the ability to execute basic SQL queries to inspect and verify database states.
  • Prior experience operating within a DoW test and evaluation environment.
  • Familiarity with MilPDS user interfaces, Oracle Forms, personnel data structures, or legacy military HR software applications.
  • Experience executing or triggering automated test suites within CI/CD pipelines (such as Flex Deploy, Jenkins, or GitLab CI/CD).
  • IAT/IAM level II certification (Minimum of Security+; equivalent or higher certification). (Highly Desired)
