Noblis MSD, a wholly-owned subsidiary of Noblis, Inc., delivers mission-critical engineering, logistics, and sustainment solutions to the Department of Defense. We seek talented professionals to support Naval Information Warfare Center (NIWC) Pacific, Code 41250, in San Diego, CA. This program sustains, maintains, and modernizes the Navy's afloat and ashore tactical network systems - including Automated Digital Network System (ADNS), Consolidated Afloat Networks and Enterprise Services (CANES), Combined Enterprise Regional Information Exchange System - Maritime (CENTRIXS-M), Communications as a Service (CaaS), Integrated Shipboard Network System (ISNS), Sensitive Compartmented Information (SCI) Networks, Agile Core Services (ACS), Software Defined Networks (SDN), Tactical Afloat Next Generation Networks (TNGN) - ensuring fleet readiness and operational superiority across the global naval enterprise.

Noblis MSD seeks Software Engineers to research, design, develop, and maintain computer and network software for Navy afloat and ashore tactical networks and primary Command, Control, Communications, Computers and Intelligence (C4I) systems. This role supports the investigation, design, coding, implementation, and testing of enhancements to afloat networks software and hardware with emphasis on automation. Software Engineers work across functional disciplines to integrate hardware and software systems, develop specifications, and ensure performance requirements are met for Navy tactical afloat and ashore network platforms.

Responsibilities include but are not limited to:
  • Research, design, and develop computer and network software or specialized utility programs for tactical afloat and ashore networks and systems
  • Analyze user needs and develop software solutions applying principles of computer science, engineering, and mathematical analysis
  • Update or enhance existing software capabilities for ADNS, CANES, ISNS, and related systems
  • Work with project management, acquisition, logistics, and security disciplines to integrate hardware and software systems
  • Provide software load, installation support and alterations for primary afloat and ashore systems. This includes approved Engineering Changes, software pre-loads executed in C4I Pre-Installation Check Out (PITCO) facilities, shipboard alterations, and other approved upgrades for services as specified
  • Develop specifications and performance requirements for tactical network applications
  • Investigate, design, code, implement, and test enhancements to afloat networks software emphasizing automation
  • Support development, QA, production, and post-production testing of hardware/software for operational readiness
  • Support DevSecOps engineering for proactive sustainment, security monitoring, and feedback loops on software releases
  • Document, test, and analyze results per applicable guidelines and reporting procedures
  • Support Modern Digital Tactical Software for Testing (MDTST) development and execution

Required Qualifications

  • Bachelor's degree (BS) in Electrical Engineering, Computer Engineering, Computer Science, Information Technology, or Information Systems with 3 years of experience in software engineering, OR master's degree (BS) in Electrical Engineering, Computer Engineering, Computer Science, Information Technology, or Information Systems with 1 year of experience in software engineering.
  • Active DoD Secret clearance; ability to obtain TS/SCI
  • U.S. Citizenship required
  • BS in a quantitative field such as Electrical Engineering, Computer Engineering, Computer Science, Information Technology, or Information Systems (minimum required)
  • 3 years of experience with software engineering
  • Experience applying programming concepts in a professional setting
  • Experience with modern software development methodologies (Agile, DevOps/DevSecOps)
  • Experience performing installation activities including integration, testing, training, system activation, operational transition, and repair of installation disparities found during installation and SOVT, minor disassembly/removal and assembly/replacement of units or components to facilitate test requirements and/or inspection
  • Strong analytical and problem-solving abilities
  • Excellent communication and interpersonal skills
  • Attention to detail and accuracy
  • Must be able to work in a fast-paced environment and adapt to changing requirements
  • Some travel may be required


Desired Qualifications

  • Agile Developer certification or Certified Scrum Developer certification
  • Experience with Navy C4I software systems
  • Familiarity with automated testing frameworks and CI/CD pipelines
  • Experience with Python, Java, or C++ in networked environments
  • CompTIA Security+ or equivalent IA certification
  • Experience developing solutions through scripting utilities (e.g., Python) to automate repetitive analysis, BOM checks, data cleanup, and automate report generation
  • Applied knowledge of Artificial Intelligence (AI) and Large Language Models (LLMs) to improve technical search, requirements reviews, document comparisons, lessons learned, design reviews, and knowledge retrieval
  • Experience developing application programming interfaces (APIs) and data integration solutions to improve data exchange and flows across tools and systems used to support tactical network sustainment engineering efforts

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
