Description and FunctionsOpen Until FilledGENERAL DESCRIPTION: The purpose of this position is to manage maintenance and repair of facilities, infrastructure, and grounds for 34 buildings that sit on a large campus. Give input to the Facility Manager, Deputy Base Civil Engineer, and Base Civil Engineer on new construction. Manage and administer a staff that includes trades professional positions in electrical, HVAC, plumbing, structural, liquid fuels, and a grounds supervisor. Utilizing all these functions for a comprehensive facility maintenance and repair program while meeting State and Federal codes and guidelines. This position includes responsibility for appraisals, counseling, hiring, discipline, and setting work schedules that meet priorities.
ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
- Ensure the recurring work order program is being completed for facility maintenance. Supervise, coordinate, and set work schedules for journeyman-level trades to ensure electrical, HVAC, plumbing, building structure, carpentry, fire detection/suppression, control systems, roofing, ground maintenance, pavements, mass notification systems, sewer and water infrastructure are all operating at optimal levels.
- Develop and schedule annual service contracts for boilers, chillers, elevators, fire detection devices, fire suppression, generators, and VESDA. through the state. Order HVAC filters utilizing state vendors. Administer minor construction and repair, and create contract packets utilizing Appendix 31 of the cooperative agreement through the Wyoming State Construction Department.
- Develop statements of work and cost estimates for repairs and minor construction projects. Schedule and coordinate with contractors and end users for repair and service contracts to avoid impacts on mission-essential facilities.
- Use computer software for tracking and implementing the recurring work order program (iEMS). Use computer software for creating and approving requisitions for FOMA funds (iEMS). State of Wyoming purchase card holder to execute purchase orders. Initiate GPC requests for funds that are SRM funded. Use computer software for tracking equipment depreciation and replacement schedules (Builder). Participate in snow removal as required; member of the snow team.
- Supervise employees, including appraisals, counseling, hiring, and discipline. Keep time and attendance records of personnel and approve timesheets.
- Schedule and implement training for state employees, including hazardous communication, spill prevention, lock-out-tag-out, fall restraint, and other safety training. Coordinate professional training opportunities for state personnel such as facility lightning protection, fire alarm panels, and OSHA.
QualificationsPREFERENCES: Preference will be given to candidates with skills and experience with, but not limited to, MS Office Suite, Adobe, OSHA 10 Certification.
KNOWLEDGE: - Knowledge of hazardous material handling and laws.
- Knowledge of agency vision for statistical quality control.
- Knowledge of budget development and control.
MINIMUM QUALIFICATIONS:Education:Bachelor's Degree (typically in Management)
Experience:1-2 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Senior Skilled Trades Specialist
OR Education & Experience Substitution:4-6 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Senior Skilled Trades Specialist

Necessary Special RequirementsPHYSICAL WORKING CONDITIONS:- Travel as required,
- Employee must be able to lift up to 50lbs,
- A valid Wyoming driver's license is required,
- Ability to gain and maintain a security clearance.
- Able to work in adverse conditions and be part of a snow team that clears snow with equipment and shovels when needed.
