Duties & Responsibilities

Corporate Title: Director of Service

Functional Title: Site Medical Director - Women's Health, Rose M Singer Center

Purpose of Position:

Under general supervision and with considerable latitude to exercise independent initiative and judgment, works as a Site Medical Director overseeing the provision of medical care within one of the New York City jail facilities. This posting will have responsibilities similar to those of other Site Medical Directors within the New York City jails, with a specific focus on women's health, transgender health, and reproductive health services.

Examples of Typical Tasks:

1. Manages, supervises, coordinates, and evaluates operations of jail-based health care. May also supervise and coordinate professional, clinical, special services, support services, or other related services.
2. Responsible for overseeing the facility's clinical operations, including processing daily work such as laboratory and radiology reviews, medication renewals, and referral reviews. Plans, organizes, and supervises comprehensive medical services and coordinates the work of professional staff.
3. Serves as a clinical educator for frontline clinical staff on evidence-based medical practice, workflow, policy application, and quality improvement efforts.
4. Provides direct clinical care to understand clinical workflows, the implications of policy changes, and the application of community standards to the security setting, as well as in exigent circumstances.
5. Works closely with specialists and specialized services in RMSC. This includes close coordination with psychiatric services, infectious disease care providers, reproductive health services (including education and long-acting reversible contraception), obstetrical services in RMSC and Elmhurst Hospital, transgender care providers, and infirmary care providers.
6. Supports safe care transition programs to help patients returning to the community after incarceration.
7. Participates in Quality Improvement initiatives and recommends policy and workflow changes to support more efficient, patient-centered, evidence-based practice.
8. Serves as liaison between CHS and NYC Department of Correction staff as relates to clinical issues.
9. Retains current knowledge of the latest evidence-based community standards of practice.
10. Coordinates care with outside hospitals and specialty services.
11. Develops operating plans, programs, and procedures to implement system-wide goals and objectives.
12. Develops facility policies and procedures and translates administrative policies, goals, and objectives into operational programs. Assists with the interpretation and implementation of CHS policies and procedures.
13. Provides recommendations and direction to department heads concerning proposed projects and/or related programs.
14. Assists in developing budgets and allocating funds based on cost studies, department/division reviews, familiarity with operating procedures, and discussions with department heads.
15. Resolves such problems related to staffing, utilization of hospital facilities, equipment, and supplies.
16. Serves as liaison with departments to assist in providing professional, technical, administrative, and support services.
17. May represent the facility in developing cooperative relationships with the community and in matters involving City, Regional, State, and/or Federal agencies.

Minimum Qualifications

Applicants must have all of the following:
1. Graduation from a medical school approved by the Council on Medical Education and
Hospitals of the American Medical Association.
2. Completion of an acceptable internship in an approved hospital.
3. A license to practice medicine in the State of New York.
4. Certification by American Board in field of specialization or a faculty appointment of Associate Professor or higher in a medical school recognized by the American Medical Association.
5. Eight (8) years of satisfactory full-time paid experience in field of specialization including at least three (3) years in a supervisory or administrative capacity.(Training and experience required for certification will be credited toward required specialized experience.)

Department Preferences

1. A medical degree and Board Certification in Internal Medicine, Family Medicine, Emergency Medicine, or an equivalent area of specialization, and (3) years of clinical experience, with supervisory experience preferred.
2. Unrestricted license to practice medicine in the State of New York, along with current DEA, BCLS or ACLS certification, and Infection Control Certification.
3. An equivalent combination of training, education, and experience in related fields and educational disciplines; and,
4. Thorough knowledge of the fundamentals of healthcare delivery, organization, administration, and standards; regulations and laws applicable to hospital operations; business and human resources administration principles; management functions and processes; and the functions of hospital departments, as well as the ability to direct and supervise personnel.
5. Knowledge and experience in patient-centered comprehensive primary care.
6. Interest or formal training in women's health, correctional health, health inequities, or other relevant knowledge or experience caring for vulnerable populations. This may include, but is not limited to, expertise in reproductive health services, homeless health care, transgender health care, infectious disease training, or academic primary care experience in health disparities or health inequities.
7. Training in trauma-informed care and/or interdisciplinary care experience.
8. Collaborative approach to care provision and a drive to advocate for and provide care to people impacted by incarceration.
