What You'll Do:- Lead and grow Versar's Integrated Planning & Permitting service line in support of U.S. federal customers, establishing strategic priorities, annual operating objectives, technical standards, and measurable performance goals.
- Develop and execute a service line growth strategy that integrates National Environmental Policy Act compliance, installation and master planning, area development planning, natural and cultural resources, environmental permitting, stakeholder engagement, and related advisory services.
- Serve as a senior client and technical advisor, helping federal agencies define planning and permitting strategies that align mission requirements, infrastructure investments, environmental stewardship, schedules, budgets, and implementation constraints.
- Oversee delivery of complex programs and projects involving NEPA documentation, master plans, installation development plans, area development plans, planning studies, site-selection analyses, environmental baseline studies, and implementation roadmaps.
- Guide multidisciplinary teams in integrating land use, facilities, infrastructure, transportation, utilities, resilience, sustainability, encroachment, natural resources, cultural resources, and environmental compliance considerations into defensible planning decisions.
- Provide senior oversight for environmental permitting and consultation strategies, including requirements associated with wetlands and waters, threatened and endangered species, historic properties, air quality, water quality, stormwater, coastal resources, hazardous materials, and other applicable federal, state, tribal, and local approvals.
- Establish project governance, quality-management, and technical-review processes that produce accurate, consistent, auditable, and implementation-ready deliverables.
- Advise project teams on purpose and need, alternatives development, cumulative effects, mitigation, agency coordination, consultation, public involvement, permit sequencing, regulatory risk, and administrative-record considerations.
- Build, mentor, and retain a multidisciplinary team of planners, NEPA practitioners, permitting specialists, natural and cultural resource professionals, engineers, scientists, GIS analysts, technical editors, and project managers.
- Plan workforce capacity, identify critical skill gaps, support recruiting and professional development, and coordinate resources across offices, business areas, and partner organizations.
- Maintain trusted relationships with federal program executives, contracting personnel, installation leaders, regulators, resource agencies, tribal representatives, team partners, and other stakeholders.
- Champion innovation and technology-enabled delivery by identifying, evaluating, piloting, and scaling practical solutions that enhance technical quality, data integrity, decision-making, project efficiency, lifecycle cost, and environmental outcomes.
- Lead capture and proposal activities for strategic federal opportunities, including market positioning, client engagement, solution development, teaming, technical approaches, staffing plans, basis of estimate, risk reviews, and oral presentations.
- Monitor market, policy, regulatory, funding, and acquisition developments affecting federal integrated planning and permitting services and translating them into service offerings and investment priorities.
- Oversee service line financial and operational performance, including pipeline, backlog, revenue, profitability, utilization, project health, forecast accuracy, and corrective actions, consistent with assigned authority and company procedures.
- Partner with business development, operations, contracts, finance, legal, health and safety, quality, and other corporate functions to manage risk and support compliant execution.
- Represent Versar at client meetings, industry events, professional associations, technical forums, and conferences and strengthen the company's reputation in federal planning and environmental compliance markets.
- Perform periodic travel to federal facilities, installations, project sites, client offices, and industry events while complying with applicable safety, security, ethics, and information-handling requirements.
- What You'll Bring:
- Bachelor's degree in planning, environmental science, natural or cultural resource management, architecture, landscape architecture, engineering, geography, public policy, or related discipline.
- Twelve or more years of progressively responsible experience in federal planning, NEPA, environmental compliance, permitting, natural resources, cultural resources, or related consulting services, including leadership of complex multidisciplinary programs or portfolios. Equivalent combinations of education and experience may be considered.
- Demonstrated experience supporting U.S. federal civilian agencies, military departments, federal installations, infrastructure programs, or other mission-oriented federal organizations.
- Deep working knowledge of NEPA and experience integrating environmental review with master planning, installation planning, area development planning, capital programming, design, construction, or operational decision making.
- Demonstrated understanding of planning principles and products, including existing-conditions analysis, requirements development, land-use planning, alternatives evaluation, site planning, infrastructure assessment, implementation planning, and stakeholder engagement.
- Working knowledge of natural and cultural resource requirements and associated agency coordination and consultation processes.
- Broad knowledge of environmental compliance and permitting requirements applicable to federal facilities, infrastructure, and land-management actions, with the judgment to engage appropriate legal and technical specialists.
- Experience developing coordinated permitting strategies, approval schedules, compliance matrices, risk registers, mitigation commitments, and implementation roadmaps.
- Demonstrated success leading and developing multidisciplinary teams, managing managers and technical leads, balancing workload, and maintaining high standards for quality and client service.
- Demonstrated ability to identify, evaluate, implement, and scale innovative technologies, digital solutions, or improved delivery methods within environmental, engineering, scientific, or federal program environments.
- Experience managing program or portfolio scope, schedule, budget, staffing, subcontractors, financial performance, quality, and risk across multiple concurrent projects.
- Demonstrated success with federal business development, capture planning, proposal leadership, client engagement, teaming, and expansion of existing accounts or service offerings.
- Ability to translate complex planning, regulatory, technical, and stakeholder issues into clear executive decisions, practical delivery strategies, and concise written and visual communications.
- Exceptional leadership, collaboration, negotiation, facilitation, technical writing, and presentation skills.
- Proficiency with Microsoft 365 applications. Familiarity with geographic information systems, planning and design applications, environmental data systems, project controls, customer relationship management, and business intelligence tools is preferred.
- Advanced degree, professional planning credential, project management certification, or other relevant professional registration or certification is preferred.
- Ability to travel to federal customer sites and work in office, field, public-meeting, construction, industrial, or installation environments as required by the assignment.
- Ability to obtain and maintain the federal background investigation, credential, site access, or security clearance required by the customer or contract.
- Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
- Successful completion of preemployment screenings, including a federal background check, motor vehicle record review, and drug screening, as applicable to the position.

Compensation Expected Salary: $180,000/yr - $2000,000/yr

Location RequirementsThe position is flexible to remote, hybrid, or office locations. The employee may be required to work at Versar offices, federal customer locations, installations, project sites, or other approved facilities. Travel of up to 25% may be required.
