Full Job Description
Summary: The Senior Vice President of Medical Services (SVPMS) serves as the senior physician executive responsible for the strategic direction, leadership, growth, and overall performance of Petaluma Health Center's medical services. Reporting directly to the Chief Executive Officer, the SVPMS provides executive oversight of the organization's medical services portfolio and ensures that clinical programs, leadership structures, and strategic initiatives support Petaluma Health Center's mission, organizational priorities, and the evolving healthcare needs of the communities it serves.

The SVPMS provides strategic leadership across Primary Care, Behavioral Health, Wellness, Specialty Care, Integrative Medicine, and other current and future clinical service lines. The position establishes long-term medical priorities, develops and supports effective clinical leadership, advances new services and models of care, and identifies opportunities for innovation, partnerships, integration, and sustainable organizational growth. Leadership and reporting structures within Medical Services may evolve over time based on organizational needs and strategy.

As a member of executive leadership, the SVPMS works closely with the Chief Executive Officer, Chief Medical Officer, and other organizational leaders to ensure medical services are clinically strong, operationally effective, financially sustainable, and positioned for continued growth. The SVPMS also serves as a key advisor to the Chief Executive Officer and Board of Directors on medical strategy, healthcare trends, clinical growth, and the long-term development of the organization.

Areas of Responsibility:

Medical Services Strategy & Executive Oversight
  • Provide executive leadership and strategic direction for Petaluma Health Center's medical services portfolio in alignment with the organization's mission, Strategic Plan, community health priorities, and long-term objectives.
  • Maintain executive accountability for the strategic direction, performance, and continued development of Primary Care, Behavioral Health, Wellness, Specialty Care, Integrative Medicine, and other current or future clinical service lines.
  • Establish long-term priorities for Medical Services and ensure appropriate leadership, resources, infrastructure, and organizational capabilities are in place to support high-quality and sustainable care delivery.
  • Evaluate the effectiveness and strategic alignment of medical services and recommend changes to programs, priorities, leadership structures, and resource allocation as organizational needs evolve.
  • Ensure Medical Services remain responsive to changing community needs, healthcare delivery models, reimbursement environments, regulatory requirements, and organizational growth.
  • Advise the Chief Executive Officer and Executive Leadership Team on medical strategy, emerging healthcare trends, organizational opportunities, and risks affecting the future direction of clinical services.
  • Establish strategic goals, performance expectations, and measures of success for the Medical Services portfolio.


Clinical Growth, Service Line Development and Innovation
  • Lead the strategic development, expansion, and evolution of clinical programs and service lines that improve access to care and advance organizational priorities.
  • Provide executive direction for the continued development of Behavioral Health, Wellness, Specialty Care, Integrative Medicine, and other emerging areas of clinical service.
  • Identify opportunities for new programs, care models, technologies, and service delivery approaches based on community need, healthcare trends, organizational capacity, and financial sustainability.
  • Evaluate potential clinical growth opportunities using market data, population health information, reimbursement considerations, operational feasibility, and organizational readiness.
  • Advance innovative healthcare delivery models, including population health initiatives, value-based care, digital health, telehealth, and other emerging approaches appropriate to the organization.
  • Ensure new and expanding clinical initiatives are supported by clear strategic objectives, appropriate resources, and measurable outcomes.
  • Promote a culture of innovation, continuous improvement, and responsible growth throughout Medical Services.


Medical Leadership & Organizational Development
  • Establish and advance an effective medical leadership structure that supports organizational strategy, clinical performance, growth, and accountability.
  • Provide executive oversight and direction to medical and clinical leadership, with reporting relationships and leadership structures evolving as appropriate to meet organizational needs.
  • Develop leadership capacity, succession planning, and professional development strategies for physicians, medical directors, clinical leaders, and other high-potential providers.
  • Mentor and support senior medical leaders in developing the executive, strategic, operational, and financial competencies necessary to lead effectively within a complex healthcare organization.
  • Ensure roles, responsibilities, decision-making authority, and accountability within Medical Services are appropriately defined and aligned with organizational priorities.
  • Foster physician and provider engagement, collaboration, leadership development, and a culture of accountability and continuous learning.
  • Evaluate the Medical Services leadership structure periodically and recommend changes necessary to support organizational growth and effectiveness.

Strategic Partnerships, Affiliations & Market Development
  • Develop and advance strategic relationships with hospitals, health systems, managed care organizations, specialty providers, academic institutions, community organizations, public agencies, and other partners that strengthen the organization's clinical capabilities and community impact.
  • Identify and evaluate affiliations, partnerships, joint ventures, mergers, acquisitions, and other strategic opportunities that support organizational growth and expand access to care.
  • Provide physician executive leadership and strategic clinical perspective during due diligence, planning, and integration of new organizations, locations, programs, or partnerships.
  • Guide the medical integration of new programs, affiliations, or organizational growth opportunities to support consistency, clinical effectiveness, and alignment with Petaluma Health Center's mission and standards.
  • Develop strategic partnerships that improve referral pathways, specialty access, diagnostic services, care coordination, and other services needed by Petaluma Health Center patients.
  • Represent the organization with healthcare partners, regional organizations, professional associations, governmental agencies, and other external stakeholders.
  • Monitor healthcare market trends, consolidation, and emerging partnership models to identify opportunities that strengthen Petaluma Health Center's long-term position.


Organizational Performance, Quality & Strategic Alignment
  • Ensure Medical Services strategy and growth initiatives support high-quality, patient-centered, evidence-based care and Petaluma Health Center's responsibilities as a Federally Qualified Health Center.
  • Maintain executive-level oversight of medical service performance and ensure appropriate systems of clinical accountability, quality improvement, regulatory compliance, and organizational performance are established throughout the medical enterprise.
  • Partner with the Chief Medical Officer, Quality leadership, and other clinical leaders to ensure medical strategy, new programs, and organizational growth remain aligned with clinical quality, patient safety, regulatory, and accreditation expectations.
  • Incorporate HRSA requirements, Uniform Data System performance, population health outcomes, health equity, and other relevant measures into strategic planning and organizational decision-making.
  • Align medical strategy with financial stewardship, value-based care opportunities, reimbursement trends, workforce planning, and responsible resource utilization.
  • Review clinical, operational, financial, and population health data to evaluate organizational performance and inform strategic priorities.
  • Present medical service performance, strategic initiatives, risks, and opportunities to the Chief Executive Officer, Executive Leadership Team, Board committees, and Board of Directors as appropriate.
  • Perform other executive leadership duties and strategic initiatives as assigned by the Chief Executive Officer.

Education and Experience:

  • Graduate from an accredited medical school required.
  • Graduate of a Business Education Program for Physician Executives or equivalent executive leadership education preferred.
  • Master's degree in business administration (MBA), Healthcare Administration (MHA), Public Health (MPH), Health Policy, Healthcare Leadership, or a related field preferred.
  • Minimum of twenty (20) years of progressively responsible clinical practice experience, including significant experience providing patient care within a primary care, multi-specialty medical group, Federally Qualified Health Center (FQHC), integrated delivery system, academic medical center, or similarly complex healthcare environment.
  • Minimum of ten (10) years of progressive physician leadership experience, including executive responsibility for medical services, strategic planning, organizational development, service line expansion, healthcare innovation, business development, or enterprise growth initiatives.
  • Minimum of seven (7) years of senior executive or physician leadership experience within a large multi-specialty medical practice, Federally Qualified Health Center (FQHC), community health center, integrated health system, or similarly complex healthcare organization preferred.
