Position Summary:
The Senior Vice President of Crisis Management is a key executive leadership role at GRAND Mental Health responsible for providing strategic, clinical, and operational oversight of the organization's crisis response continuum and Addiction Recovery Center services component. This role ensures timely, effective, trauma-informed, and recovery-oriented crisis and addiction recovery services across assigned regions and enterprise-wide crisis and recovery programs.
Under direction, plans, organizes, coordinates, and evaluates crisis intervention, mobile response, urgent recovery, crisis stabilization, and related behavioral health crisis services for the agency.
EDUCATION, QUALIFICATIONS, AND EXPERIENCE:
• Master's degree in Business Administration, Healthcare Administration, Social Services field, behavioral health, clinical services, public administration, or other management-related field required.
• 10+ years of progressive behavioral health, healthcare, crisis services, emergency response, or comparable systems leadership experience.
• Experience managing multi-site crisis operations, mobile response teams, crisis stabilization services, and large interdisciplinary teams preferred.
• Strong financial, strategic planning, emergency preparedness, crisis system design, and operational performance expertise.
• Demonstrated record of innovation, staff development, interagency coordination, crisis response improvement, and measurable outcomes.
KNOWLEDGE, SKILLS, AND ABILITIES:
• Knowledge of accreditation standards and governmental rules and regulations pertaining to crisis services, CCBHC standards, emergency behavioral health response, accreditation processes, mental health and substance use disorder treatment services, and state / federal regulatory frameworks.
• Ability to correctly interpret rules and standards from accrediting and oversight bodies to incorporate them into organizational policies, procedures, and protocols to ensure GRAND remains in compliance with rules and standards.
• Ability to develop, monitor, and adjust budgets across crisis programs and assigned market areas to ensure financial accountability, service access, staffing readiness, and sustainability.
• Knowledge of cost-behavior analysis, contribution margins, performance-based funding models, crisis reimbursement structures, and resource deployment models.
• Ability to build leadership pipelines and prepare future leaders for executive-level responsibilities.
• Strong ability to unify diverse clinical, operational, dispatch, mobile crisis, stabilization, and community response teams around shared crisis care standards and rapid-access service expectations.
• Understanding of Oklahoma's behavioral health crisis landscape, including 988, mobile crisis response, crisis stabilization resources, payer systems, workforce challenges, law enforcement diversion, and community needs.
• Knowledge of local, regional, and state-wide systems including law enforcement, emergency medical services, hospitals, schools, courts, crisis response partners, legislative bodies, and community agencies, with the ability to build strong partnerships and coordinated response protocols.
• Knowledge and familiarity with Lean, Six Sigma, or other efficiency frameworks to optimize operational systems.
• Ability to leverage analytics to guide quality improvement, resource distribution, and client outcome.
• Understanding of Artificial / Augmented Intelligence systems, telehealth platforms, crisis call and dispatch workflows, real-time dashboards, and data systems as tools for crisis oversight, quality monitoring, and response coordination.
• Ability to lead complex organizational changes across crisis programs and multiple sites, ensuring alignment of staff, systems, community partners, safety protocols, and performance metrics.
• Skill in developing, tracking, and interpreting crisis-related operational data including response times, diversion outcomes, service volume, productivity, safety events, cost ratios, and client outcomes to drive continuous improvement.
• Knowledge of management and supervisory principles with the ability to apply these skills at the executive and clinic level.
• Have a working knowledge of crisis assessment, safety planning, suicide risk assessment, treatment planning, de-escalation practices, stabilization services, and evidence-based crisis intervention models used across community-based and facility-based treatment settings.
• Display excellent communication skills, both verbally and in writing.
In addition, must possess skill in working cooperatively and effectively with clients, staff, management, and other professional groups; in exercising mature judgment in dealing with people; in presenting ideas clearly and accurately; and in reading and comprehending the English language.

JOB DUTIES AND RESPONSIBILITIES:
This position is responsible and held accountable for the following duties:
Strategic Crisis Leadership & Organizational Alignment
• Lead execution of GRAND's strategic crisis response vision and ensure alignment with organizational priorities.
• Align crisis system performance with GRAND's mission, CCBHC standards, trauma-informed care principles, and recovery-oriented service expectations.
• Develop and oversee crisis program goals, performance metrics, response-time expectations, access standards, and accountability systems.
• Identify and support crisis service expansion, stabilization capacity, mobile response development, diversion strategies, and sustainability initiatives.
• Lead strategic growth of crisis services across assigned markets and throughout the organization.
• Lead negotiations and partnerships with payers, hospitals, law enforcement, emergency response systems, state agencies, and community partners to support crisis service access and organizational growth.
• Leverage analytics and real-time performance dashboards to guide crisis response improvements and strategic initiatives.
• Collaborate closely with other Senior Vice Presidents to align crisis response processes, procedures, staffing models, and strategic initiatives across all functional areas.
Crisis Operations Excellence & System Performance
• Oversee crisis call, mobile crisis, urgent outpatient, stabilization, and related crisis support operations across assigned market areas.
• Ensure crisis programs comply with policies, procedures, safety protocols, clinical standards, documentation expectations, and quality requirements.
• Monitor crisis KPIs including response times, answer rates, diversion outcomes, admission trends, follow-up engagement, productivity, and resource allocation.
• Lead financial oversight, support budget planning, and cost control initiatives.
• Ensure market-specific financial and quality goals are met.
• Ensure system-wide risk mitigation, emergency preparedness, safety planning, incident review, and crisis response strategies across all programs and services.
• Champion continuous quality improvement and ensure adherence to all regulatory and accreditation standards.
• Foster a culture of accountability, collaboration, and innovation across all programs and services.
• Oversee the development, maintenance, testing, and continuous improvement of comprehensive crisis response, emergency response, and business continuity plans.
• Maintain regular on-site and field presence to observe crisis operations, engage with staff and partners, review service flow, and ensure alignment with organizational standards and client needs.
Crisis Regional Oversight & Leadership Development
• Develop crisis leadership capacity across assigned area(s) and throughout the organization.
• Standardize crisis operational structures, response protocols, safety expectations, and service standards across assigned areas and throughout the organization.
• Develop leadership pipeline and succession plans for crisis program directors, managers, supervisors, and key operational leaders to ensure organizational continuity.
• Implement structured crisis leadership development programs focused on de-escalation, decision-making, safety, community coordination, workforce resilience, and performance accountability.
Crisis Community & Stakeholder Engagement
• Develop and sustain strategic partnerships with law enforcement, emergency medical services, hospitals, schools, courts, state agencies, and community crisis response partners.
• Represent GRAND Mental Health in crisis response initiatives across assigned market area(s), regional systems, and statewide platforms.
• Serve as primary liaison with state, regional, county, and emergency response officials to advocate for behavioral health crisis initiatives, secure funding, support diversion efforts, and ensure compliance with legislative and regulatory mandates.
• Actively participate in crisis response coalitions, community boards, public safety forums, post-incident reviews, and outreach events to strengthen GRAND's presence and partnerships.
• Build strategic alliances with healthcare systems, public safety partners, educational institutions, and community organizations to expand crisis access, reduce unnecessary hospitalization or incarceration, and improve community outcomes.
Crisis Innovation, Quality, and Compliance
• Champion crisis service innovation, continuous improvement, and evidence-informed practices that improve access, safety, quality, and outcomes.
• Ensure adherence to crisis service regulations, accreditation standards, clinical protocols, safety requirements, documentation standards, and compliance expectations.
• Drive the use of agency-approved Artificial / Augmented technology solutions, telehealth platforms, crisis call systems, dispatch tools, and emerging technologies that increase crisis response efficiency, improve automation, support clinical decision-making, reduce waste, and reduce errors.
• Lead pilots for new crisis programs, expanded response models, diversion initiatives, stabilization capacity, payer partnerships, and geographic expansion.
• Drive adoption of technology solutions that enhance crisis response efficiency, coordination, transparency, quality monitoring, and alignment with strategic goals.
• Lead system-wide adoption of crisis technology solutions to improve response times, client outcomes, safety, partner communication, and data integrity.
Addiction Recovery Center Responsibilities
• Oversee Addiction Recovery Center operations, including withdrawal management, residential recovery supports, medication-assisted treatment coordination, outpatient substance use services, and co-occurring disorder care.
• Ensure recovery center services are integrated with crisis response, urgent access, mobile crisis, care coordination, and post-crisis follow-up pathways.
• Lead development of recovery-oriented programming that supports engagement, retention, relapse prevention, peer support, family involvement, and long-term recovery outcomes.
• Ensure compliance with substance use disorder treatment regulations, licensure requirements, accreditation standards, payer requirements, and documentation expectations.
• Monitor Addiction Recovery Center performance metrics including census, utilization, admission timeliness, treatment engagement, readmission trends, successful transitions, client outcomes, and financial performance.
• Build partnerships with hospitals, courts, law enforcement, detox providers, tribal partners, community agencies, and other referral sources to strengthen access to recovery services.
• Support workforce development for addiction counselors, peer recovery support specialists, case managers, nurses, prescribers, and interdisciplinary treatment teams.
• Promote evidence-based and recovery-focused models of care, including trauma-informed treatment, harm reduction strategies where appropriate, motivational interviewing, medication-assisted treatment, and integrated treatment for co-occurring disorders.
Other Duties
• Understands and promotes our Certified Community Behavioral Health Clinic (CCBHC) concept by providing or supporting community-based mental and substance use disorder services; advancing integration of behavioral health with physical health care; assimilating and utilizing evidence-based practices on a more consistent basis; and promoting improved access to high quality care.
