South Bow is seeking a Senior Regulatory Analyst to support the regulatory process on the Prairie Connector Project. Reporting to the Manager, Regulatory, this role will support the development, execution, and ongoing compliance of federally regulated oil pipeline projects and facilities in Canada.
The Senior Regulatory Analyst will prepare and coordinate Canada Energy Regulator applications and filings, support compliance verification activities regulatory audits and, and work with project and operational teams to translate regulatory requirements into clear, practical actions.
The successful candidate will have direct experience with the CER facilities application process, including the preparation or coordination of applications, information request responses, approval-related filings, and post-approval compliance submissions.

What You’ll Do
- Lead the preparation and coordination of regulatory filings, compliance submissions, reports, and correspondence.
- Review project activities against applicable laws, regulations, approvals, conditions, and commitments, and coordinate action when compliance issues are identified.
- Interpret regulatory requirements and provide practical guidance to project teams on how they apply to planned work.
- Develop and track regulatory commitments, working with responsible teams to define requirements and confirm completion.
- Coordinate the implementation and ongoing management of regulatory approval conditions and other compliance requirements.
- Lead or support regulatory audits, inspections, and other compliance reviews, including coordinating responses and follow-up actions.
- Work with project teams to collect and review information needed to support regulatory filings and demonstrate compliance.
- Develop recommendations on regulatory positions, filing approaches, compliance risks, and regulatory strategy.
- Lead assigned regulatory work, provide guidance to team members and subject matter experts, and review work for accuracy and quality.
- Maintain knowledge of regulatory requirements and developments and support interactions with regulators, government officials, and industry organizations as required.
Minimum Qualifications
- A Bachelor’s degree in Engineering, Environmental Science, Business, Economics, Public Policy, Law, or another related discipline.
- 6+ years experience in regulatory affairs, regulatory compliance, pipeline project development, or a related field.
- Experience preparing, reviewing, or coordinating high-quality regulatory applications, submissions, compliance reports, and correspondence.
- Strong technical and regulatory writing skills, with careful attention to accuracy, consistency, source support, and document quality.
- Strong analytical, critical thinking, organizational, and problem-solving skills.
- Demonstrated ability to manage multiple regulatory workstreams and deadlines with limited supervision.
- Strong interpersonal and stakeholder-management skills, including the ability to work effectively with technical, operational, commercial, legal, and project teams.
- Advanced proficiency with Microsoft Word, Excel, PowerPoint, and document or records management systems.
Preferred Qualifications
- Experience with regulatory applications, approvals, and compliance requirements administered by the Alberta Energy Regulator. Experience with U.S. oil pipeline requirements or regulatory processes is an asset.
- Experience supporting cross-border oil pipeline projects or assets subject to both Canadian and U.S. regulatory requirements.
- Knowledge of oil pipeline design, construction, commissioning, operations, maintenance, integrity management, deactivation, reactivation, abandonment, or asset transfer activities.
- Experience with CER audits, inspections, condition compliance, event reporting, management systems, or corrective action processes.
