Position OverviewThe Senior Project Procurement Manager (SPPM) -- Energy will lead and manage all aspects of procurement execution for large power projects, from project handover to project closeout.
The SPPM will develop and implement procurement strategies for the assigned project, to ensure equipment, subcontracts and materials are provided in accordance with project requirements.
The SPPM will oversee all procurement activities at the project level, closely coordinating with Project Management, Legal, Quality, Engineering, Finance and others. The PPM will be responsible for supplier selection, negotiations and award; procurement reporting, and delivery of procured items.
Senior Project Procurement Manager incumbents are expected to capable of managing procurement on projects of exceptional scope.
Exceptional scope projects are generally defined as a project or group of projects greater than $50,000,000 in annual construction cost; or projects with $1M per month billing for at least 50 consecutive months; or projects with over 1,500,000 manhours or 150,000 manhours per month for at least 10 consecutive months.
- Define the project-related procurement and supply chain workflows, assuring the project procurement team understands and implements these workflows accordingly.
- Assure subcontracts and purchase orders incorporate the applicable flow-downs from the prime contract.
- As required by the project, negotiate or assist the negotiation of purchase orders and subcontracts, serving as the liaison between legal and the project procurement team.
- Build and manage a high-performance project-based procurement team, including buyers, expeditors, inspectors, logistics and material management experts, etc.
- Resolve disputes in contractual issues.
- Establish and maintain vendor and subcontractor relationships.
- Interface with legal, risk, compliance, and internal procurement / subcontracting departments.
- Travels to Company and subsidiary offices; offsite client, subcontractor, and supplier meetings; and other locations across North America to fulfill the essential duties of the role as required.
- Exhibits regular and reliable attendance in person as required by the Supervisor, Company guidelines, and/or project and office obligations.
Management ResponsibilitiesManages and directs a team supporting procurement activities; is responsible for the overall direction and management of these employees.
Qualifications- Bachelor's degree in business, engineering, supply chain management or equivalent degree or military/education experience combination.
- 10+ years of experience in procurement for construction of power or industrial projects (LNG, refining, chemicals, energy), or equivalent work/field, with individual project procurement budgets > $50 Million.
- Extensive knowledge of procurement and supply chain workflows, for both commodity items and engineered equipment and packages, utilizing integrated systems (ERP based) for managing procurement from "cradle to grave".
- 5+ years of experience in building and managing teams of 10+ individuals.
- 8+ years negotiation experience.
- Detail-oriented, highly motivated, effective time management skills, and excellent customer service and relationship-building skills.
- Advanced knowledge in risk evaluation, claims mitigation, and dispute resolution preferred.
- Strong leadership and coaching skills.
- Must be willing to travel periodically for periods of less than a week.
- Legal training or commercial management experience of 5+ years preferred.
