Senior Project Manager, Water / Wastewater

We9re seeking a Senior Project Manager to join our growing Water & Wastewater Practice in Houston. This is an exciting opportunity for a seasoned engineering leader to drive the delivery of complex infrastructure projects, strengthen strategic client partnerships, mentor high-performing teams, and play a key role in the continued growth of our Texas practice.

From major water treatment and distribution systems to wastewater collection, pumping, and treatment facilities, you9ll lead projects that improve public health, support sustainable growth, and create lasting impact throughout the communities we serve.

What You9ll Do

As a Senior Project Manager, you9ll serve as both a strategic client advisor and technical leader, overseeing the successful delivery of complex water and wastewater projects while helping shape the continued growth of HR Green9s Water Practice.

Project Leadership
  • Lead large, complex water and wastewater infrastructure projects from planning through design, construction, and project closeout.
  • Direct project strategy, scope development, budgets, schedules, staffing, and overall project execution.
  • Ensure projects are delivered safely, on schedule, within budget, and in accordance with HR Green9s quality standards.
  • Lead multidisciplinary project teams while balancing technical excellence, client expectations, and financial performance.
  • Provide executive-level oversight of project financials, profitability, resource planning, and risk management.
  • Guide construction administration activities, contractor coordination, and successful project delivery through completion.
  • Serve as the senior decision-maker for technical, contractual, schedule, and client-related matters.

Technical Leadership
  • Serve as Engineer of Record for major infrastructure projects.
  • Lead the planning and design of complex water and wastewater systems, including:
    • Water treatment, storage, transmission, and distribution
    • Wastewater collection, pumping, conveyance, and treatment facilities
    • Utility master planning and capital improvement programs
  • Provide technical oversight and quality assurance across multiple concurrent projects.
  • Review and approve engineering deliverables while ensuring compliance with regulatory requirements and industry best practices.
  • Mentor engineers and project managers by sharing technical expertise and promoting continuous improvement.

Client Partnership & Practice Growth
  • Serve as a trusted advisor to municipal, utility, and public-sector clients throughout Texas.
  • Develop long-term client relationships that result in repeat business and strategic partnerships.
  • Identify emerging client needs and position HR Green to provide innovative infrastructure solutions.
  • Lead project pursuits, interviews, and proposal development for high-profile opportunities.
  • Support strategic planning, market expansion, and business development initiatives across the region.
  • Collaborate with practice leaders to establish growth strategies and achieve business development objectives.

Leadership & Team Development
  • Mentor and coach project managers, engineers, and technical staff while fostering a collaborative, high-performing culture.
  • Support workforce planning, resource management, and staff development initiatives.
  • Promote technical excellence through quality reviews, knowledge sharing, and continuous process improvement.
  • Help recruit, retain, and develop top engineering talent.
  • Champion HR Green9s culture of collaboration, innovation, accountability, and client service.

Required Qualifications
  • Bachelor9s degree in Civil Engineering, Environmental Engineering, or a related engineering discipline.
  • Professional Engineer (PE) license with the ability to obtain licensure in additional states where HR Green conducts business.
  • 15+ years of progressive water and wastewater consulting experience.
  • Demonstrated success managing large, multidisciplinary water and wastewater infrastructure projects.
  • Strong experience overseeing project financial performance, resource planning, and risk management.
  • Proven ability to develop and maintain long-term municipal and utility client relationships.
  • Experience leading multidisciplinary teams and mentoring project managers and engineers.
  • Excellent communication, leadership, negotiation, and presentation skills.

Preferred Qualifications

Highly desirable candidates will also possess:
  • Master9s degree in Civil or Environmental Engineering.
  • Established relationships with municipal and utility clients throughout Texas.
  • Experience leading major capital improvement programs or regional infrastructure initiatives.
  • Strong history of business development, proposal leadership, and winning new work.
