Job Description
WHAT YOU WILL DO
Build integrated delivery plans across assigned markets, from award and mobilization through construction, testing, and final acceptance. Establish market schedules, staffing plans, subcontract strategies, and recovery plans.
Own portfolio budgets, revenue and margin forecasts, cost-to-complete estimates, billing readiness, and financial risk. Review project performance with operations and finance and act early on forecast changes.
Direct teams delivering all three placement methods: underground microtrenching, horizontal directional drilling or boring, and aerial construction. Evaluate constructability, sequencing, production rates, and costs with engineering and field leadership.
Establish method-specific quality controls for microtrench duct placement and pavement restoration; bore readiness, utility verification and drilling records; and aerial make-ready, pole attachments, clearances, and aerial duct where specified.
Allocate self-perform crews, equipment, and subcontract capacity across markets. Qualify trade partners, align scopes and unit rates, and hold teams accountable for accepted production and corrective work.
Lead customer delivery reviews and escalation management. Negotiate and document scope changes within delegated authority, maintain contract notices, and resolve commercial issues with leadership support.
Track permit and right-of-way readiness, pole-owner approvals, utility conflicts, material availability, and inspection capacity. Adapt execution plans to each jurisdiction and customer requirement.
Guide project managers and field leaders on reporting, forecasting, subcontract administration, and schedule recovery. Establish consistent measures for accepted footage, homes passed, restoration, rework, and turnover.
Partner with safety and quality leaders on field audits, utility-damage prevention, traffic control, excavation and aerial safety, and corrective actions. Support stop-work decisions and investigate recurring issues.
Oversee handoff from civil construction to cable placement, splicing, optical testing, documentation, and customer acceptance. Verify as-builts, quantities, punch-list completion, and final billing support.
Qualifications
REQUIRED QUALIFICATIONS
At least 7 years of telecommunications or utility construction project management experience, including 3 years leading concurrent FTTH builds or construction across multiple markets.
Direct general contractor or utility contractor experience with responsibility for project financial performance, self-perform operations, subcontractors, change orders, and customer delivery.
Demonstrated delivery experience across microtrenching, directional boring, and aerial OSP construction; ability to challenge assumptions about production, restoration, cost, and installation quality.
Experience mobilizing teams across jurisdictions and managing municipal permits, rights-of-way, utility conflicts, and pole-owner coordination.
Strong customer communication, negotiation, team leadership, and financial forecasting skills. Proficiency with Excel, scheduling tools, and construction reporting systems.
Working knowledge of applicable safety and construction standards, including Cal/OSHA and CPUC GO 95 and GO 128 for California work, and applicable standards in other assigned states.
Ability to travel approximately 50%-70% nationwide, including overnight stays and extended assignments, and support Southern California office and site activity between trips. Valid driver's license for required business driving.
PREFERRED QUALIFICATIONS
Experience launching new construction markets, managing unit-price and lump-sum contracts, and coordinating large FTTH deployments.
PMP certification, OSHA 30 training, and experience with GIS, Procore, Smartsheet, or Microsoft Project are helpful.
A related degree is preferred; equivalent construction leadership experience is welcome.
WHAT SUCCESS LOOKS LIKE
Success means consistent delivery across markets, dependable margin and completion forecasts, effective field leadership, timely customer decisions, and complete acceptance and billing records.
