OverviewThe Senior Project Manager is responsible for leading complex capital improvement, modernization, renovation, infrastructure, and new construction projects for a community college district in San Diego, California. This position provides cradle-to-grave project management, overseeing all phases from planning, programming, design, DSA permitting, procurement, preconstruction, construction contract award, construction, occupancy, and project closeout. The Senior Project Manager serves as the primary representative for the District, ensuring projects are delivered safely, on schedule, within budget, and in compliance with regulatory requirements while supporting the educational mission of the campus.
Responsibilities
- Lead project development efforts from concept, programming, and feasibility through design and construction procurement.
- Collaborate with District leadership, campus stakeholders, facilities personnel, architects, engineers, and consultants to establish project goals, scope, budget, and schedule.
- Manage design consultants and oversee the preparation and review of architectural and engineering documents in preparation for DSA review and approval.
- Develop, monitor, and maintain project budgets, cost estimates, and financial forecasts.
- Conduct constructability reviews, value engineering analyses, and risk assessments to optimize project outcomes.
- Coordinate environmental reviews, permitting activities, and agency approvals.
- Support procurement activities, including consultant and contractor selection, bid evaluations, and contract negotiations.
- Manage construction from construction NTP to final DSA certification and financial closeout. All of which include management and tracking of RFIs, Submittals, Shop Drawings, Change Management process, Inspection coordination, solutions to field-related matters, pay application for both contractor and professional services contracts, DSA closeout procedures tracking, and final certification.
Qualifications
- Bachelor's degree in Construction Management, Engineering, Architecture, Project Management, or closely related field.
- Minimum 15 years of progressively responsible project management experience within project life cycle experience in facilities, capital improvement programs, or educational facilities.
- Proven experience managing projects from preconstruction through construction closeout (cradle-to-grave project management).
- Experience overseeing large-scale public agency, higher education, K-12, or community college capital improvement projects.
- Strong knowledge of construction administration, project controls, cost management, scheduling, and procurement processes.
- Demonstrated experience managing multiple projects simultaneously.
Preferred Qualifications
- Experience managing bond-funded community college or university construction programs.
- Familiarity with California public contracting requirements and educational facility standards.
- Experience with OPSC, CDE, DSA, ADA, CEQA, and public works compliance requirements.
- Professional certifications such as PMP, CCM, DBIA, PE, or RA preferred.
- Proficiency with Primavera P6, Procore, Bluebeam, Microsoft Project, and other equivalent project management software.
Salary Range: $180,000 to $200,000 per year.
Location: San Diego metropolitan area, CA
Work Environment: 100% onsite at District offices or construction trailers.
