Description

The City of Flagstaff is seeking an experienced Senior Project Manager to lead the review and management of private development projects and capital improvement projects from initial application through construction. In this role, you'll review civil construction plans, grading permits, and public improvement submittals for compliance with City engineering standards, while overseeing complex, multi-phase commercial and residential development projects. You'll also help shape the future of infrastructure in Flagstaff by leading updates to the City's Engineering Design and Construction Standards, coordinating with other departments and outside agencies, and mentoring staff within the section. Examples of the Work Performed

POSITION RESPONSIBILITIES
  • Provides excellent customer service to both internal and external customers.
  • Attends meetings and performs related duties as required.
  • Participates in public involvement on project related issues.
  • Processes applications related to private land development projects as well as City funded capital improvement projects including Civil Construction Plan Submittals, Grading Permits, Public Improvements Permits, Parking Lot Maintenance Permits, and Encroachment Permits.
  • Reviews preliminary and detailed studies, reports, analyses, specifications, and construction plans for public and private infrastructure improvements for private land development as well as City funded capital improvement projects.
  • Reviews pre-application meeting submittals and Inter Division Staff (IDS) submittals for compliance with City Codes and Ordinances.
  • Review legal descriptions, easements and other dedication documents related to public improvements such as water, sewer, roadway, FUTS, etc.
  • Leads in preparing, managing, coordinating and processing of periodic updates to the City of Flagstaff Engineering Design and Construction Standards and Specifications for New Infrastructure.
  • Assists with reviewing mix designs submitted by construction material suppliers for compliance with City standards.
  • Review and assign addresses for private development projects and assist GIS in resolving addressing issues that arise.
  • Prepares for and makes presentations at various team, cabinet, commission, and City Council meetings.
  • Assists in developing and implementing new policies, guidelines, and procedures for the Program.
  • Coordinates plan reviews and application processing with other City departments, divisions, programs, and outside agencies.
  • Performs construction phase coordination/management/oversight on complex and multi-phase commercial and residential private land development projects.
  • Assists the public and other City staff with problems or concerns that require technical advice, response, research, and/or recommendations.
  • Develops and presents technical data and recommendations to both technical and non-technical staff.
  • Performs a wide variety of special assignments to help with specific Division/Section/Program initiatives.
  • Leads and trains other staff within the section on these responsibilities.
  • Performs field reviews, inspections and assessments.
  • Other duties as assigned.

Qualifications
MINIMUM REQUIREMENTS
  • Bachelor's degree in Civil Engineering, Land Surveying or related field
  • Five (5) years of experience as a project manager
  • Arizona Professional Engineer (PE) registration, or current PE registration in another U.S. state; or a Project Management Professional (PMP) certification or professional training specializing in project management.
  • Any combination of relevant education and relevant experience may be substituted on a year-for-year basis.

DESIRED EXPERIENCE AND TRAINING
  • Experience specifically in civil design review, application processing, and construction of private land development projects.
  • Experience and/or training with applicable software applications.

OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona driver's license.
  • Regular attendance is an essential function of this job to ensure continuity.
