Overview

The Sr. Project Manager shall provide support to our Scientific and Research client within the Department of Defense. We are seeking a driven and experienced Project Manager who has the ability to work independently, form and lead teams, multi-task in high-paced environment, and communicate effectively, both written and verbal communication. The candidate must be proficient in Excel, MS Project, and have experience working in a science laboratory environment.

Responsibilities

  • Research Proposal Support. Assists the Division in the preparation and review of all new research proposal submissions and/or change requests impacting in-progress research. Verifies that Project Review Committee (PRC) document packets are complete and properly routed. Works with various support areas to resolve any issues. Tracks the status of all assigned Division submissions and assist in resolving any issues occurring during the review and approval processes.
  • Research Agreement Support. Works with Division leads to ensure completeness of agreement packets and ensures correct routing for approval. Works closely with relevant offices to maintain a working knowledge of agreement processes and procedures to provide knowledgeable support to Division leads.
  • Budget Estimates and Service Rate Calculations. Tracks project-related staffing coverage (FTE; full-time equivalents) for assigned Division scientific personnel funded by projects by month. Consolidates and reports Division-level data for Command Budget Estimate (CBE) and other financial or project-related taskers. May assist with service rate calculations if assigned to other Divisions. Assists with Directorate-level and Division-level changes in budgets and execution.
  • Tracking Project Schedule and Performance. Consolidates, reviews, and reports on assigned Division task execution metrics. Identifies, prevents, or resolves project issues and risks. Informs Division leadership of significant issues and risks, assists in developing risk mitigation strategies, and assists in developing recovery plans for projects requiring corrective action. Participates in the development and conduct of Division-, Directorate-, and Command-level Review and Analysis (R&A).
  • Monthly Budget Execution. Consolidates, reviews, and tracks budget execution reports for the incumbent's assigned Division. Assesses Spend Plans to ensure projects are being executed according to approved plans. Assists Division in identifying solutions to issues and risks and reports status to Division leadership regularly.
  • Project Change Requests (CR). Tracks all Division CR submissions and monitors status. Conducts quality checks of CR documentation prior to submission and assists in identifying causes and solutions related to cost, schedule, and scope changes. Creates, revises, reviews, and manages CR requests in accordance with standardized procedures.
  • Data, Document, and Manuscript Support. Provides quality control and quality review support for all project-related documents to enhance quality through standardization. Compiles Division-level data as requested to support project- and science-related taskers (Institute or higher Command requests). Assists with initiation of Dual Use Research of Concern (DURC) reviews when necessary. Monitors due dates of project report deliverables and assists Division PIs with completing internal reviews prior to sponsor submission.
  • May provide project management support to other Directorates or Divisions as determined and directed by Institute leadership. May also support special efforts within the Institute when project management expertise supports the overall Institute mission.
  • Project Execution. Communicates and coordinates with the Division Chief, PIs, study staff, and service areas to facilitate project execution. Tracks and assists with the completion and documentation of critical tasks, deliverables, milestones, agreements, and purchases required to execute projects. Conducts required product and service research, prepares supporting documentation, and obtains approvals required to procure equipment, supplies, and service contracts.
  • On average, the incumbent will be expected to directly facilitate annual project execution.
  • Other duties as assigned


Qualifications

  • Bachelor's/Master's Degree Required.
  • 5+ Years of Experience with 2+ years working in Science Laboratory environment.
  • Minimum of 1 year of Project Management experience, degree in project management, or current PMP certification
  • Successfully pass background and drug screening


Preferred Qualifications:
  • Experience supporting Department of Defense (DoD) research, development, test, and evaluation (RDT&E) programs.
  • Experience working in biomedical, laboratory, or regulated research environments.
  • Experience coordinating research proposals, project schedules, budgets, and scientific or technical documentation.
