PROGRAM OVERVIEW:CISA's Stakeholder Engagement Division requires an integrated team to support council and sector governance, approximately 500 annual engagements, stakeholder coordination, policy and risk analysis, executive communications, records, and contract management. The work spans unclassified and classified environments and requires products that are accurate, accessible, compliant, and ready for government use.
POSITION SUMMARYServe as a key, onsite project-management leader for the CISA Stakeholder Engagement Division contract, with primary alignment to council-management work. The position owns contract execution, staffing, schedule, quality, risk, financial visibility, and customer coordination across a complex cleared team.
KEY RESPONSIBILITIES• Act as a primary management point of contact for the CO, COR, and CISA leadership and coordinate performance across council-management tasks.
• Build and maintain the Project Management Plan, work breakdown structure, organization chart, management controls, integrated schedule, and supporting plans.
• Establish common processes for risk, quality, configuration, subcontractor, staffing, communications, and change management.
• Lead kickoff activities and prepare agendas, briefings, minutes, action items, and required follow-up.
• Prepare monthly status reports, Program Management Reviews, financial status reporting, staffing plans, risk updates, schedule variance analysis, and recommendations.
• Monitor funding, expenditures, invoicing, milestones, deliverables, quality, staffing, attrition, and corrective actions.
• Ensure council governance, FACA-related support, stakeholder engagements, executive products, and recurring deliverables meet schedule and acceptance standards.
• Mobilize qualified resources for unpredictable workload and urgent requirements while protecting continuity of operations.
REQUIRED QUALIFICATIONS• 10+ years of progressively responsible federal program, project, or contract-management experience supporting complex professional-services work.
• Master's degree or equivalent combination of education and directly relevant senior experience.
• Demonstrated experience managing schedule, cost, staffing, risk, quality, deliverables, and senior customer relationships.
• Excellent executive communication, decision-making, problem-solving, and team-leadership skills.
• Active Top Secret clearance with the ability to obtain and maintain SCI.
PREFERRED QUALIFICATIONS• PMP certification.
• Prior CISA/DHS, federal advisory committee, council-governance, or critical-infrastructure experience.
• Experience leading large, multi-labor-category teams and managing FFP contract performance.
• Advanced degree in a relevant field.
CLEARANCE: Active Top Secret clearance with the ability to obtain and maintain SCI; U.S. citizenship required.
WHAT CANDIDATES SHOULD UNDERSTAND• Work is expected to be onsite in Arlington, Virginia; approved telework may be available only as authorized by the Government.
• Positions are contingent upon contract award and successful completion of applicable security or suitability processing.
• For cleared positions, the recruiting requirement is an active Top Secret clearance with the ability to obtain and maintain SCI-not necessarily current SCI access on day one.
• For suitability positions, candidates must be able to obtain and maintain a favorable DHS Fitness Determination. Prior DHS service may help, but a previous Public Trust is not automatically transferable or guaranteed to reactivate.
PAY RANGE- $150K/yr- $200K/yr+ Benefits(Compensation and employment offer are negotiable and will be finalized based on the candidate's relevant experience and interview assessment.
