POSITION OVERVIEW
Quanta Government Solutions (QGS) is seeking a Senior Project Controls Specialist/Scheduler to serve as the designated Project Scheduler for the Rock Island Arsenal Power Generation and Microgrid project, delivered for the U.S. Army Corps of Engineers (USACE), Louisville District, at Rock Island Arsenal in Rock Island, Illinois. The project brings together multiple Quanta operating companies and subcontractors to deliver power generation, medium voltage distribution, battery energy storage, controls and cybersecurity, civil, mechanical, and commissioning scope on an active Army installation.
The Project Scheduler must have prepared and maintained at least three previous Primavera P6 construction schedules for projects of similar size and complexity, and must bring a comprehensive knowledge of CPM scheduling principles and application. Because the cost-loaded schedule is the basis for determining contract earnings and the amount of each monthly progress payment, the accuracy and timeliness of every schedule submission directly affects the project’s cash flow.
As a member of the QGS Project Controls team, the Senior Project Controls Specialist/Scheduler partners closely with the Project Manager, Construction Manager, CQC System Manager, Document Control/RMS Admin, and Finance, and applies QGS enterprise PMO standards and the Acquire-Comply-Execute delivery model to keep the schedule accurate, compliant, and audit-ready from Notice to Proceed through closeout.
What You'll Do
- Designated Project Scheduler: Serve as the authorized representative responsible for preparing the project schedule and all required updates and reports, as a full-time role dedicated to this contract.
- Schedule Development: Develop and maintain the cost-loaded and resource-loaded Primavera P6 project schedule using the Critical Path Method and Precedence Diagram Method, covering all work performed by Quanta operating companies, subcontractors, and the Government, including long-lead procurement, submittals and Government review periods, testing and commissioning, cybersecurity certification, and closeout activities.
- Contract Schedule Submissions: Prepare the Preliminary Project Schedule, Initial Project Schedule, and monthly Periodic Schedule Updates within the time frames required by the contract scheduling specification, each with the Schedule Narrative Report, required schedule reports, network diagram, and cash flow/schedule variance control diagram; participate in the Scheduling Expectations Kickoff (SEKO) meeting.
- USACE Activity Coding and P6 Settings: Build and maintain the mandatory USACE Standard Data Exchange Format (SDEF) activity coding structure (WRKP, RESP, AREA, MODF, BIDI, PHAS, CATW, FOW), project calendars, milestones and constraints, and the required Primavera P6 settings, and export schedule files (.xer) in a version compatible with the Government’s system.
- Cost Loading and Progress Payments: Cost load the schedule so the value of activities coded to each CLIN equals the CLIN value, without front-end loading, and maintain it as the basis for monthly progress payments; align the schedule data date with the pay period in RMS and support the Project Manager and Project Controller in preparing pay estimates that reconcile to the approved schedule update.
- Schedule Update Meetings: Lead the monthly schedule update meetings with the Government, operating the schedule live to organize, filter, and revise it as requested, and attend in person unless virtual attendance is approved by the Contracting Officer; Record verified actual progress each period and obtain required approvals for changes to schedule logic, baseline, milestones, and contract scope in accordance with the contract.
- Progress Data Integrity: Update actual start and finish dates, remaining durations, and percent complete each period, ensuring actual dates match the Contractor Quality Control daily reports in coordination with the CQC System Manager, and ensure schedule data is transferred into RMS in coordination with the Document Control/RMS Admin.
- Analysis and Schedule Health: Perform critical path, longest path, and float analysis and schedule health assessments (e.g., DCMA 14-Point metrics), identify schedule and cost risks early, and recommend recovery actions to project leadership.
- Changes, Delays, and Recovery: Prepare time impact analyses and fragnets in accordance with AACE 52R-06 for contract changes, Government requests for proposal, and delays; support justification of delay and retrospective analysis when required; and prepare recovery schedules when directed by the Contracting Officer.
- Weekly Coordination: Support weekly progress meetings with the Government using the current approved schedule and two-week look-ahead schedules, and coordinate schedule inputs from the Construction Manager, operating companies, and subcontractors so activity durations, logic, and resources reflect how the work will actually be built.
- Cost and Earned Value Integration: Align schedule forecasts with cost forecasts and earnings reporting (including Earnings Reports by CLIN and cash flow S-curves) in partnership with Finance and the PMO, and maintain audit-ready schedule documentation with full version control.
- Junior Project Controls Direction: Direct the day-to-day work of the on-site Junior Project Controls resource supporting schedule and cost data collection.
- Perform related project controls duties for this contract as assigned.
