What You Will Do:

The Senior Operations Facilitation Manager for Regional and State, Local, Tribal, and Territorial Partnerships will serve as a strategic advisor and coordination lead across regional partners, state, local, tribal, and territorial organizations, government cybersecurity stakeholders, technical teams, and other operational partners.

The successful candidate will combine consulting, facilitation, and stakeholder-engagement skills with substantive experience in cyber threat intelligence, security operations center processes, cyber incident response, and intergovernmental cyber defense collaboration. This cyber operational grounding will enable the manager to assess partner needs, understand differences in organizational capabilities and constraints, and translate technical, policy, and operational considerations into coordinated plans and executive-level recommendations.

  • Apply knowledge of cyber threat intelligence, security operations, incident response, and defensive coordination to regional and SLTT partnership activities.

  • Engage operational cyber teams to identify capability gaps, information-sharing needs, escalation paths, and opportunities for coordinated defense.

  • Translate threat, vulnerability, and incident information into clear implications and recommended actions for government, regional, and SLTT leaders.

  • Lead strategic and operational coordination across regional partners, SLTT organizations, government cybersecurity stakeholders, technical teams, and other operational partners.

  • Build trusted relationships with state, local, tribal, and territorial organizations, regional partners, and cross-functional cybersecurity stakeholders.

  • Assess stakeholder needs, capabilities, constraints, and priorities to identify opportunities for improved alignment and collaboration.

  • Design and facilitate meetings, working groups, workshops, planning sessions, exercises, and executive engagements.

  • Develop options and recommendations that account for organizational authorities, governance structures, resources, and operational realities.

  • Synthesize technical, policy, and stakeholder inputs into clear implications, options, and decisions for leadership.

  • Prepare executive briefings, decision papers, talking points, strategic plans, roadmaps, and engagement materials.

  • Translate policies, directives, and program priorities into initiatives, milestones, deliverables, and coordination mechanisms.

  • Establish action-tracking and governance processes for decisions, risks, dependencies, commitments, and follow-up activities.

  • Advise leadership on regional and SLTT needs, capability gaps, partnership opportunities, and implementation challenges.

  • Support time-sensitive coordination by organizing stakeholders, clarifying responsibilities, and maintaining a shared understanding of priorities, risks, actions, and decision points.

What You Will Need:

  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.

  • Bachelors degree

  • Minimum EIGHT (8) years of experience in cyber, consulting or related field.

  • Demonstrated knowledge of cyber threat intelligence concepts, analytic products, and operational information-sharing practices.

  • Experience working with or supporting a security operations center, cyber defense center, incident response team, threat intelligence function, or comparable operational cybersecurity environment.

  • Working knowledge of cyber incident coordination and the differing capabilities, authorities, and constraints of national, regional, state, local, tribal, and territorial organizations.

  • Active Top Secret security clearance.

  • Significant experience in management consulting, program management, strategic communications, stakeholder engagement, or a related advisory role.

  • Experience supporting cybersecurity, technology, emergency management, critical infrastructure, public safety, or another complex government or public-sector mission.

  • Demonstrated experience engaging regional, state, local, tribal, territorial, or similarly distributed stakeholder communities.

  • Understanding of the differing roles, authorities, governance structures, and operating environments of national, regional, and SLTT stakeholders.

  • Strong facilitation, presentation, writing, relationship-management, and interpersonal skills.

  • Ability to translate complex technical, operational, and policy information into clear executive-level insights and recommendations.

  • Experience developing strategic plans, roadmaps, briefings, decision materials, and implementation plans.

What Would Be Nice To Have:

  • An ACTIVE and MAINTAINED "TOP SECRET" Federal or DoD securityclearance

  • Experience supporting cyber incidents, exercises, preparedness activities, or operational coordination involving national, regional, and SLTT stakeholders.

  • Experience supporting a federal cybersecurity organization, intergovernmental cyber collaboration effort, regional cyber coordination function, or comparable public-sector mission.

  • Experience working with state CIOs, CISOs, fusion centers, emergency management organizations, public safety entities, or similar organizations.

  • Familiarity with regional cybersecurity coordination, information sharing, incident management, emergency response, or critical infrastructure risk.

  • Experience designing governance structures, partnership strategies, exercises, preparedness initiatives, or cross-organizational coordination models.

  • Experience advising senior government, public-sector, or executive leaders.
