Job Summary

The Senior Manager, U.S. Public Policy leads rigorous public-policy analysis and helps shape Walgreens' positions on healthcare and pharmacy issues across federal and state policy environments. Reporting to the Senior Director, U.S. Public Policy, this role translates complex healthcare and pharmacy policy developments into actionable business insight, enterprise positions, and advocacy support. The Senior Manager partners closely across Government Relations, Legal, Compliance, Finance, Enterprise Pharmacy, Communications, Operations, and other business teams to assess real-world policy impacts and develop practical solutions that advance patient access and business objectives. The ideal candidate brings a public policy background with deep healthcare and pharmacy subject-matter expertise combined with experience gained in both a government (legislative or executive branch/agency) setting and an in-house or trade association public policy role. Experience spanning federal, state, and municipal healthcare and pharmacy policy is strongly preferred

  • Leads analysis of federal and state legislative, regulatory, and political developments affecting healthcare, pharmacy, reimbursement, patient access, drug pricing, consumer health, and related public-policy issues.
  • Leads Walgreens' engagement with relevant trade associations, coalitions, policy forums, and external experts to advance aligned policy objectives.
  • Translates complex policy issues, stakeholder positions, and technical requirements into concise, decision-ready insight for executives, Government Relations leaders, and internal business partners.
  • Develops clear, evidence-based policy positions and recommendations that reflect Walgreens' business strategy, operating realities, customer experience, and risk profile.
  • Equips Government Relations team with policy analysis, issue briefs, fact bases, comment letters, testimony, white papers, presentations, and other advocacy materials.
  • Conducts structured impact and scenario analysis, including potential financial, operational, customer, clinical, compliance, and reputational implications of policy proposals and implementation pathways.
  • Coordinates cross-functional input from Legal, Compliance, Finance, Enterprise Pharmacy, Operations, Retail, Communications, and other relevant teams to inform policy positions and validate impact assessments.
  • Develops and maintains policy-monitoring tools, analytical standards, reference materials, and trackers that improve the consistency and quality of public-policy analysis and reporting.
  • Communicates significant policy developments, business implications, and recommended actions to internal stakeholders with appropriate urgency and judgment.
  • Represents Walgreens in external policy and stakeholder discussions.
  • Based in Walgreens' Washington, D.C., office to maintain the in-person presence, relationships, and responsiveness, this role requires collaboration with Congress, the Executive Branch, and other federal stakeholders.

Job Responsibilities
  • Monitor and analyze federal, state, and local legislative and regulatory developments to identify emerging public policy risks and opportunities impacting Walgreens' business.
  • Lead structured policy analysis and scenario assessments, including evaluation of potential financial, operational, and customer impacts.
  • Translate complex public policy issues and stakeholder positions into clear, actionable insights for government affairs leadership and internal business partners.
  • Partner with the government affairs team to support advocacy strategies and engagement with policymakers, regulators, trade associations, and external stakeholders.
  • Coordinate cross functional input from business units to inform policy positions and validate impact assessments.
  • Draft and oversee preparation of policy communications, including issue summaries, briefing materials, presentations, comment letters, and internal trackers.
  • Develop and maintain tools, standards, and reference materials to ensure consistent, transparent, and high-quality policy analysis and reporting.
  • Represent Walgreens in relevant trade associations, coalitions, and policy forums as appropriate.
  • Ensure timely communication of significant policy developments, regulatory updates, and compliance changes to internal stakeholders.

External Basic Qualifications

  • Bachelor's degree and at least 4 years of experience in government relations, trade association and/or a healthcare public policy environment OR a High school diploma/GED and at least 7 years of in government relations, trade association and/or a healthcare public policy environment.

  • Experience collaborating with cross functional internal stakeholders and external partners to support policy strategies and initiatives within established timelines and budgets
  • Proficiency with Microsoft Office suite of products, such as MS Word, MS Excel and MS PowerPoint.
  • At least 2 years of experience contributing to financial decisions in the workplace.
  • At least 2 years of direct leadership, indirect leadership and/or cross-functional team leadership.
  • Willing to travel up to/at least 25% of the time for business purposes (within state and out of state).


Preferred Qualifications

  • Deep experience in pharmacy policy, drug pricing, reimbursement, PBM policy, Medicare, Medicaid, commercial insurance, public health, or other health-policy domains relevant to Walgreens.
  • Experience in both federal and state public-policy environments.
  • Experience in a pharmacy, health-plan, provider, life-sciences, retail, digital-health, or other healthcare operating environment; and/or hands-on experience with pharmacy benefit, reimbursement, or drug-pricing policy.
  • Advanced degree, including a J.D., M.P.P., M.P.H., PharmD, M.B.A., or related degree, or a PharmD/J.D. dual degree.
  • Experience using data and policy research to develop executive-level public policy recommendations and advocacy materials
  • Experience analyzing healthcare or pharmacy policy and translating legislative, regulatory, reimbursement, or other policy developments into business implications and recommendations.
  • Experience developing or supporting public-policy positions, advocacy strategies, comment letters, issue briefs, or comparable policy materials.
  • Experience working directly with government stakeholders and in an in-house company, trade association, or consulting environment.
  • Experience conducting qualitative and quantitative policy, impact, or scenario analysis and communicating findings clearly to senior stakeholders.
  • Experience leading complex workstreams and collaborating productively across Legal, Compliance, Finance, Operations, Communications, and other business partners.
  • Willing to travel up to 25% of the time for business purposes (within and outside the Washington, D.C., area).
