Senior Manager, Technical Program Management

We are seeking Technical Program Managers who are passionate about marrying technology with business strategy to join our team. As a Technical Program Manager, you’ll have the opportunity to be on the forefront of driving major technical transformations and scaling platform capabilities across Capital One.


The Global Payment Network (GPN) Technology organization manages critical payments infrastructure to facilitate high-throughput, secure global transaction processing. Our Technical Program Management (TPM) teams are vital to GPN’s success. These teams leverage deep technical acumen and systems thinking to drive the architectural alignment, technical strategy, and execution of the organization’s objectives and key results. They improve scalability and system resilience within the GPN engineering lifecycle, with a focus on ownership of complex technical dependencies, cross-functional engineering roadmaps, and the robust delivery of global financial infrastructure.


What You’ll Do:

As a Senior Manager of Technical Program Management (TPM), we’re looking for someone that can help us lead programs that deliver on critical business goals and build large scale products & platforms that will help Capital One customers to have incredible experiences. 


In addition to the technical program, you will also work to pave the way for an expanding TPM discipline within the team, by leveraging your industry knowledge and experience to teach the organization what a great TPM can achieve.

  • Own the operational framework for program execution and roadmap transparency, including dependency mapping, risk escalation pathways, and platform governance routines
  • Partner with engineering leaders to influence technical decision-making, ensuring platform scalability, resilience, and long-term maintainability
  • Establish program-wide visibility and accountability through metrics, dashboards, and executive communication cadences
  • Drive alignment between product strategy and engineering platform capabilities by coordinating across multiple LOB stakeholders

Basic Qualifications:

  • Bachelor’s Degree in a technical field 
  • At least 5 years of experience managing technical programs

Preferred Qualifications:

  • 5+ years of experience designing and building solutions using distributed computing or service oriented architecture (SOA)
  • 3+ years of experience in building distributed systems & highly available services using cloud computing services / architecture - preferably using AWS
  • 3+ years experience building highly scalable products & platforms
  • 3+ years of experience with Agile delivery
  • 3+ years experience delivering large and complex programs - where you contribute to the business or technical vision, collaborate with large cross-functional teams, secure commitments on deliverables, and unblock teams to land business impact
  • Experience in building systems & solutions within a highly regulated environment
  • MBA or Master’s degree or higher in a related technical field (Computer Science, Software Engineering)
  • PMP, Lean, Agile, or Six Sigma certification
  • Experience driving cross-platform architecture decisions in cloud-native, microservices-based environment
  • Exceptional communication and influence skills, capable of engaging deeply with technical teams while translating implications into compelling business narratives that persuade senior leadership

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
