Full Job Description
Reporting to the Director, Broadband Deployment, the Program Manager is responsible for leading the planning, execution, and delivery of complex Fibre-to-the-Home (FTTH) and satellite broadband programs across Northern and remote communities. The role oversees a portfolio of strategic infrastructure initiatives, ensuring successful delivery through effective management of scope, schedules, budgets, resources, risks, contracts, and stakeholder relationships.

Specific Accountabilities

  • Working closely with engineering, operations, construction, community leaders, Indigenous organizations, government funding agencies, and external partners, the Program Manager provides leadership and governance to ensure projects are delivered safely, efficiently, on time, and within budget.
  • The position is responsible for developing and leading a team of up to five professionals while fostering a culture of collaboration, accountability, and continuous improvement.
  • The Program Manager develops and maintains program plans, financial forecasts, implementation schedules, performance metrics, and risk management strategies.
  • The role is accountable for contract management, vendor oversight, regulatory compliance, funding program reporting, and stakeholder engagement.
  • Particular emphasis is placed on building strong relationships with communities and Indigenous partners to support local participation and long-term program success.
  • The successful candidate will drive innovation, simplify delivery processes, and ensure alignment with Northwestel's strategic objectives, governance requirements, and project management best practices while enabling reliable, sustainable broadband connectivity throughout the North.

Knowledge and Skills Required

  • A university degree in Engineering, Business, Project Management, or a related discipline
  • A minimum of five years of experience leading complex projects or programs
  • A Minimum of three years of leadership experience managing professional teams.
  • PMP certification is considered an asset.
  • The ideal candidate will have demonstrated success delivering large-scale telecommunications, broadband, infrastructure, or technology programs and possess strong skills in financial management, risk management, contract administration, stakeholder engagement, and team leadership.
  • Experience working with government-funded programs, regulatory reporting requirements, Indigenous communities, and remote operations is highly desirable.
  • The ability to lead through ambiguity, influence diverse stakeholders, and deliver results in a fast-paced environment is essential.
