PRIMARY PURPOSE OF POSITIONA governmental and regulatory affairs position focused on facilitating implementation of corporate policy, legislative, and regulatory positions on State and local market issues impacting the Commercial and business unit strategic and business plans within an assigned region. The position supports Constellation Nuclear, Power, and competitive Commercial groups by providing analysis and state and local government advocacy of Constellation state regulatory and legislative positions. The position ensures coordination between corporate and Constellation's Commercial business unit interests through communication, analysis and integration of policy, regulatory and legislative positions across Corporate and Generation business unit groups. The position will represent Constellation's competitive Retail business as a single state contributor and is accountable for promoting and influencing external stakeholders and policymakers to support Constellation policies through lobbying, and relationship management.
PRIMARY DUTIES AND ACCOUNTABILITIES• This role leads advocacy for the Public Utility Commission of Texas
• Assist Public Policy Leadership in facilitating the development of strategic policies at the state and local level that promote and support effective competitive markets and legislative strategies.
o Coordinate internal and external Constellation policy, regulatory and legislative positions
o Prepare written material, including whitepapers, talking points, and presentations.
• Review and analyze State legislative, regulatory and public policy initiatives with respect to the impact on Constellation Commercial policy positions and recommend actions to senior leadership.
• Communicate and translate State/Utility Commission policy positions, key initiatives and implications of legislative and public policy to Commercial business unit management.
• Maintain and leverage relationships with key external policymakers, stakeholders and decision makers in order to support Constellation Generation initiatives.
o Manage relationships with key state and local elected officials.
o In coordination with the Public Advocacy group, attain leadership positions in professional organizations and industry groups.
o Participate in and managing direct lobbying efforts of policymakers and staff, providing political insights regarding the development of corporate legislative and regulatory positions and policies, relationship management, and Constellation Generation site support activities.
• Support for Constellation Power and Nuclear plants on state and local government affairs issues.
• Manage the company's regulatory affairs activity in contested cases and similar proceedings before state utility commissions, including support for and development of litigation positions, building external coalitions, and executing regulatory affairs strategies to realize outcomes that create value for the company.
• Prepare and coordinate the preparation of regulatory affairs materials, including briefs, expert analysis and testimony, comments, and position papers.
• Monitor and attend relevant commission general meetings and share all retail/commercial related pertinent information with the broader Policy, retail and commercial teams.
MINIMUM QUALIFICATIONS- Either a BA or BS degree in business, engineering, political science, public policy or related field
- At least 10 years related experience including 7 - year professional experience with management and leadership responsibilities in the electric and gas industry, with at least 4 - years focused in government affairs or external affairs activities
- Must have good oral and written communication skills
- Possess some knowledge about the electric and gas energy industry; an understanding of, and experience in, electric and gas utility operations, bulk power market operation and the regulatory, political and legislative process
- Conversant with trends and policy implications of current financial, energy, legal and labor issues associated with this industry
- Strong consultative and interpersonal skills to work with diverse groups of individuals inside and outside large companies including Company CEOs, presidents and their staffs, lobbyists, state and local elected and appointed officials and regulators, trade and business associations, foundations, political organizations, and public interest groups
PREFERRED QUALIFICATIONS- Masters degree in political science, public policy or related field or law degree;
- A wide network of contacts within the business community, state and federal government, elected officials, and public interest groups.
- Experience at a State Public Utility Commission or similar.
- Leadership positions in external trade associations, coalitions or industry organizations
