The Senior Product Manager serves as the Product Lead for Consent Management, Provider Directory (PD), and Community Resource Inventory (CRI) initiatives within the Office of eHealth Innovation (OeHI).
The primary goal of consent management at OeHI is to improve data sharing across the state of Colorado via a software solution-a consent platform that is easy and user-friendly for individuals, empowering Coloradans to share their data while understanding the benefits of doing so. Because consent is fundamentally about permissions and trust, this role drives the development and implementation of a statewide approach to consent management. This initiative aligns and harmonizes the consents required for integrating physical health, mental health, social services, and payer information, removing inconsistencies caused by varying risk tolerances and complex legal regulations (such as HIPAA and 42 CFR Part 2).
Unlike a traditional business analyst or project coordinator, this is a prioritization and strategy role-not a passive requirements-gathering role. The Senior Product Manager owns the product backlog, drives program strategy and planning, leads vendor oversight, acts as a subject matter expert (SME) on consent policy, runs agile planning cycles, and grounds every decision in user research, legal collaboration, and outcome-based metrics.
The goal of the community resource inventory and provider directory initiatives at OeHI are to establish unified, interoperable data foundations across Colorado's social care and health sectors. For the Provider Directory, this role leads the alignment and synchronization of Colorado's parallel directories-Contexture ONE, BHA's OwnPath, and the OeHI Provider Directory-under a shared data model to ensure accurate, consistent provider information across the state. For the Community Resource Inventory (CRI), this role drives the strategy for standardized, closed-loop referral exchange, connecting healthcare, behavioral health, and community-based organizations so Coloradans can navigate services seamlessly without repeating their story.
Some of the important areas you will focus on include the following:
Product Ownership & Backlog Management: Write and maintain a well-groomed backlog using user stories that are outcome-oriented, appropriately sized, and grounded in real constituent and provider needs. Draft initial product backlogs for RFPs, translating problem spaces into indicative user stories that structure procurement without locking into fixed, rigid scope.
Program Strategy & Prioritization: Apply frameworks such as Value vs. Effort or "Now/Next/Later" to make and defend project prioritization and decision-making. Proactively manage scope by saying "no" clearly and constructively to work that does not serve the core mission of harmonized, user-friendly consent management.
Consent Policy & Legal Collaboration: Serve as an SME and Thought Partner on consent, data sharing, and policy. Collaborate deeply with the OeHI Data Governance Product Manager, legal teams, and policy experts to navigate and harmonize complex health information regulations (e.g., HIPAA, 42 CFR Part 2, and Colorado state requirements). Lead workgroups to establish common policies and procedures for obtaining consent across varied organizational risk tolerances.
Provider Directory Harmonization: Drive the Provider Directory Interoperability Initiative to establish a shared data model, governance structure, and automated synchronization mechanism across Colorado's primary provider directories (Contexture ONE, BHA OwnPath, and others) to resolve data fragmentation and duplication.
CRI & Social Care Interoperability Strategy: Lead the product vision and backlog for statewide Community Resource Inventory (CRI) and Social Determinants of Health (SDOH) data exchange, embedding interoperability standards across state-funded care coordination and referral tools.
Stakeholder Engagement & Executive Communication: Build strong relationships across state agencies, healthcare providers, payers, and social services. Conduct executive communications and presentations, and lead quarterly roadmap conversations with agency leadership to align long-term data-sharing goals with delivery capacity.
Vendor & Technical Delivery Oversight: Provide vendor oversight and coordination. Collaborate with engineering and Delivery Engineers on technical architecture decisions and build/buy/SaaS evaluations for the consent platform, bringing mission-impact perspective and constituent needs into technology investment choices.
Agile Execution & Design Integration: Run essential agile planning cycles, including sprint planning, refinement, reviews, and retrospectives. Partner regularly with Service Designers to interpret journey maps, blueprints, and problem frames, translating these artifacts into actionable backlog inputs that simplify the user experience.
Outcome & Metric Ownership: Define and track objectives and key results (OKRs) and success metrics centered on automated data sharing, consent adoption, and mission impact; evaluate and communicate openly when shipped features fail to deliver expected outcomes.
Capacity Building: Build the product ownership capacity of agency staff over time, ensuring the agency becomes a stronger, more capable partner.
Lifecycle Management: Manage the consent platform's lifecycle from discovery and initial implementation through ongoing continuous improvement.
