About this RoleQuanta Infrastructure Solutions Group (QISG) is seeking a
Senior Estimator with deep substation experience to lead the development of self-perform construction estimates for substation projects across the full voltage range - distribution class through EHV, including work supporting 500 kV and 765 kV transmission programs. This role owns the estimate from document review through bid-day submission: quantities, production rates, means and methods, pricing, and the estimate basis that stands behind the number. Reporting to the Vice President, Estimating & Pre-Construction, the Senior Estimator works directly with the Chief Estimator, operations leadership, and Quanta operating companies to produce estimates that win work at margins we can deliver.
What You'll Do- Lead complete substation estimates - new greenfield stations, expansions, retrofits, and emergency restoration - covering civil and site development, foundations, below-grade raceway and grounding, structural steel erection, major equipment setting, rigid and strain bus, control enclosures, and protection and control wiring.
- Perform detailed quantity takeoffs from one-line diagrams, physical arrangement drawings, foundation and steel designs, and conduit and cable schedules; develop quantities from preliminary engineering where issued-for-bid design is incomplete.
- Build craft labor, equipment, and crew-based production rates grounded in actual field performance; develop means-and-methods assumptions jointly with operations and document them in the estimate basis.
- Solicit, level, and evaluate subcontractor and vendor pricing; coordinate major equipment scope (transformers, breakers, switchgear) including market lead times and owner-furnished versus contractor-furnished boundaries.
- Attend site visits and pre-bid meetings; assess site conditions, access, laydown, outage constraints, and energized-work requirements, and reflect them in the estimate.
- Develop and maintain the estimate risk register; support pricing strategy and risk posture discussions with the VP of Estimating & Pre-Construction.
- Present the estimate at internal bid reviews and defend the technical build-up; support proposal development and client clarifications through award.
- Lead estimate turnover to the project team at award; capture estimate-to-actual feedback from completed work and return it to the cost database and production rate library.
- Mentor estimators and junior estimators on substation takeoff, pricing discipline, and estimate documentation standards.
- EHV experience at 345 kV and above; exposure to 500/765 kV station construction is a strong differentiator.
- Field construction background (craft, field engineering, or superintendence) prior to estimating.
- Bachelor's degree in Construction Management, Engineering, or related field, or equivalent field experience.
- AACE certification (CEP or CCP) or DBIA credential.
- Experience estimating under alliance, unit-price, and target-price commercial models in addition to lump sum.
What You'll Bring- 8+ years of estimating experience in substation, switchyard, or high-voltage electrical construction with a self-perform contractor or EPC.
- Demonstrated command of substation construction means and methods across civil, structural, and electrical disciplines.
- Proven track record as lead estimator on competitively bid substation projects of $20M or greater.
- Proficiency with estimating platforms (HCSS HeavyBid, Accubid, B2W, or equivalent) and advanced Excel.
- Ability to read and interpret one-lines, three-lines, physical arrangements, and civil/structural design packages.
- Willingness to travel for site visits, pre-bid meetings, and bid reviews (approximately 25%).
