The Opportunity:
CACI is seeking a Senior Network Modernization & Policy Analyst to support the Department of Defense (DoD) Chief Information Officer (CIO). This position independently supports an Action Officer and serves as the primary SME driving enterprise-wide network modernization across the Department of Defense Information Network (DoDIN) including DISN optimization, MILDEP network convergence, tactical edge cloud initiatives, and Mission Partner Environment (MPE) capability development. The ideal candidate is a technically grounded policy professional who can translate complex network architectures and modernization strategies into executive-level dashboards, whitepapers, architectural artifacts, and actionable CIO guidance. Strong proficiency with Power BI and familiarity with CATMS tasker workflows are essential to success in this role.
Responsibilities:
• Provide independent SME-level support to a DoD CIO Action Officer as a hybrid data systems engineer and policy analyst.
• Provide subject matter expertise and technical analysis in the areas of hybrid cloud architecture (enterprise and tactical edge), network operations, including hybrid and hyperconverged compute optimization.
• Lead the design and deployment of secure, scalable cloud infrastructure that spans from strategic DoD enterprise environments (e.g., JWCC) to tactical edge deployments. Develop architectural blueprints that ensure resilience, scalability, and seamless integration between enterprise core systems and deployed tactical nodes. Guide complex migration initiatives from on-premises and legacy field environments to modern hybrid cloud solutions.
• Lead the implementation of modern security architectures (such as Zero Trust) across the entire DoDIN, covering both mission-critical enterprise networks and legacy tactical communications. Collaborate with cybersecurity teams to implement network micro-segmentation and continuous monitoring that functions reliably in Denied, Disrupted, Intermittent, and Limited (DDIL) environments. Develop policies bridging both new systems and legacy tactical gear.
- Support the development and coordination of implementation plans to modernize and optimize network capabilities (e.g., DISN, MILDEP network convergence, and edge cloud) in support of DoD priorities to increase security, enhance effectiveness, and gain efficiencies across the DoDIN.
• Optimize mission hosting and applications to enable warfighting through the Mission Partner Environment (MPE).
• Track and define efforts reflective of program and capability baselines; develop issue papers to address enterprise and theater-specific resourcing demands; and develop analysis to support DoD CIO positions on resolving risks, issues, and opportunities.
• Provide subject matter expertise in enterprise strategy, policy, programmatic requirements, capability analysis, and resource analysis applicable to MPE.
• Research, analyze, and assess all relevant DoD policies that address or impact MPE capabilities and associated domestic and international agreements.
• Provide architectural and technical design support for the development of future-state globally integrated MPE enterprise services.
• Develop whitepapers and architectural artifacts to guide and shape cloud-based information domains in support of Combatant Command and Service-specific mission partner information sharing needs.
• Engineer, maintain, and enhance Power BI dashboards to visualize infrastructure performance metrics, modernization progress, and portfolio-level data.
• Participate in and document stakeholder meetings, working groups, and internal strategy sessions; draft meeting summaries, white papers, and internal memos.
• Prepare and respond to CATMS taskers and executive-level inquiries in alignment with CIO priorities and policy frameworks.
• Leverage Advana, Jira, and Confluence to track deliverables, manage technical documentation, and support portfolio transparency and alignment.
• Analyze infrastructure telemetry and lifecycle data to support strategic recommendations for Zero Trust Architecture (ZTA), hybrid cloud migration, and enterprise modernization.
Qualifications:
Required:
- Minimum clearance active DoD Secret.
- A master’s degree in systems engineering, information technology, computer science, or a related technical field with at least 12 years of experience in network modernization, enterprise IT policy, or federal systems engineering is required. (Alternatively, 16 years of experience may be substituted in place of the degree.)
- Demonstrated expertise in:
- Hybrid cloud architecture, network operations, DISN/DoDIN modernization, MILDEP network convergence, and edge cloud architectures.
- Cloud architecture (e.g., AWS, Azure, Google Cloud) with specific expertise in tactical cloud capabilities. Strong understanding of multi-cloud integration, extending cloud services to edge environments, and cloud security best practices tailored for both enterprise and tactical constraints.
- DoD network modernization frameworks and Zero Trust principles. Hands-on experience with adaptive security policies across both high-bandwidth enterprise environments and constrained tactical networks.
- Hybrid and hyperconverged compute optimization and enterprise infrastructure modernization.
- Power BI (DAX, data modeling, executive dashboard design).
- Policy documentation (white papers, architectural artifacts, briefings, and tasker responses).
- Familiarity and development with:
- DoD Office of the Secretary of Defense (OSD) priorities and governance structures.
- Mission Partner Environment (MPE) program architecture, capability baselines, and enterprise governance frameworks.
- Platforms: Advana, Jira, Confluence.
- Ability to work independently, prioritize competing needs, and deliver high-quality outputs with minimal supervision.
Desired:
- Active Top Secret security clearance preferred.
- Experience supporting DoD CIO or similar high-level federal IT modernization programs.
- Working knowledge of data center consolidation, AI/ML analytics, or cybersecurity frameworks (e.g., NIST 800-53, FedRAMP, OMB M-25-03).
