The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS).

HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Supplemental Nutrition Assistance, Cash Assistance, Emergency Assistance, Medicaid, Child Support, Fair Fares, as well as eviction prevention and rehousing assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

DSS also includes administrative and supportive divisions such as the Office of Legal Affairs which includes the Fair Hearing Administration, among other litigation and counseling units. The Office of Procedures provides the critical link between policy development and worker execution of the agency programs. Up-to-date, well-written procedures, supported with effective training, provide workers with the knowledge and standards required to operate agency's program consistently and effectively.

Reporting to the Executive Director (ED), with wide latitude for independent judgment, the Senior Director of Procedures, collaborates with senior Agency officials; the Office of Legal Affairs (OLA); Information Technology Services (ITS); Operations personnel; federal; state and local government agency officials and social service providers to develop policy and procedural documents regarding laws; regulations and mandates pertinent to the administration of social services policy in New York City. This individual possesses extensive knowledge of Federal, State and City regulations and Agency policies and business practices

The Office of Policy, Procedures and Training (OPPT)/Office of Procedures is recruiting for one (1) Administrative Staff Analyst NM-II to function as a Senior Director for the Family Independence Administration (FIA) and Investigation, Revenue, Enforcement Administration (IREA) who will:

-Work closely with the ED to develop the goals and deliverables for the unit, as well as recommending and implementing action plans. Supervise staff in complex research projects including highly difficult analysis of social services legislation, regulation and operational trends which will require the development of policies and procedures. Work closely with the program areas to develop appropriate policies and procedures that will assist staff in carrying out the functions and mandates of the Agency including Butler Settlement. Ensure that there is a standardization of these procedures including formatting, as well as identifying and directing the resolution of procedural inconsistencies. Assure written communication efforts are consistent with and lead to the maximum realization of the objectives of the Agency management plan.

-Monitor developing technology policies and business practices representing the interests of OPPT and the Agency in high level planning and implementation meetings. Represent the ED in meetings with program management, legal staff and key representatives from federal, state and city agencies to facilitate the development and implementation of new policies and procedures. Cultivates professional contacts to stay abreast of relative social services activities and solic.it expertise. Meet regularly with experts and technical staff to strengthen inter-agency relationships and assure coordination of systems and data.

-Facilitate meeting and deliver presentations and briefings on significant policy issues to decision makers and planners making recommendations for optimum efficiency in the implementation of policy, the development of procedures, the utilization of staff and the use of technology. Maintain a high level of expertise in federal, state and local regulation of eligibility for and participation in Agency social service programs and related support services. Attend professional local, state and federal conferences.

-Mitigate issues that occur within the program areas in the course of policy and procedure development. Monitor project timetables and deliverables and clears barriers to assure successful and timely implementation of Agency objectives.

-Collaborate with the Senior Director of Centralized Support Services on the development of forms; pamphlets; posters; brochures; desk aids and graphic materials required for implementation and management of social services policy and procedures.

-Manage the administrative function of the unit including but not limited to interviewing applicants, training new staff, analyzing staffing needs and overseeing the preparation of related reports to assure efficient administrative operation of the office.

ADMINISTRATIVE STAFF ANALYST ( - 1002D

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
