Senior Data Analyst to provide data integration, performance assessment, dashboards, visualization, and analytical support in support of industrial base and fifth shipyard decisions.
Responsibilities: Data Integration and Management: - Identify, acquire, inventory, and integrate data from authorized Navy, Department of War, federal, industry, and commercial sources.
- Develop data dictionaries, common definitions, metadata, lineage, validation rules, and repeatable processes for reconciling inconsistent datasets.
- Create and maintain integrated production, supplier, infrastructure, workforce, economic, investment, and program-execution baselines.
- Evaluate data completeness, accuracy, timeliness, comparability, and fitness for purpose; document assumptions, gaps, limitations, and confidence levels.
- Support appropriate data access, handling, version control, auditability, and protection of classified, controlled, proprietary, and procurement-sensitive information.
Analysis and Decision Support: - Analyze production capacity, throughput, schedules, supplier performance, dependencies, investment needs, execution trends, and indicators of industrial-base risk.
- Apply descriptive, diagnostic, predictive, statistical, geospatial, network, scenario, and sensitivity methods when appropriate to the question and available data.
- Develop measures, thresholds, and early-warning indicators that reveal emerging constraints, supplier stress, execution risk, or ineffective interventions.
- Conduct trend, variance, root-cause, comparative, and alternatives analyses and distinguish correlation, judgment, and supported causal conclusions.
- Translate findings into clear recommendations, decision points, and follow-on data requirements for directors and senior DASN DIB leaders.
Visualization and Stakeholder Support: - Build executive dashboards, scorecards, charts, maps, supplier views, briefing graphics, and recurring analytical reports tailored to technical and nontechnical users.
- Work with directors, program offices, systems commands, acquisition personnel, economists, engineers, and subject matter experts to define analytical questions and measures of success.
- Present methods, assumptions, findings, limitations, and implications to senior leaders and respond rapidly to emerging data calls and decision-support needs.
- Maintain analytical documentation and reproducible work products so results can be reviewed, updated, and traced to authoritative sources.
Requirements: - Bachelor's degree from an accredited institution in data science, statistics, mathematics, economics, operations research, engineering, computer science, business analytics, or a related quantitative discipline.
- 10+ years' experience in data analysis, business intelligence, operations research, industrial analysis, program analysis, or a closely related field.
- Demonstrated experience integrating, cleaning, validating, reconciling, and analyzing complex data from multiple sources and documenting data quality and limitations.
- Advanced proficiency with Microsoft Excel and at least one analytical or visualization environment such as Python, R, SQL, Power BI, Tableau, or an equivalent tool.
- Experience developing dashboards, performance measures, executive visualizations, and analytical products that support senior-level decisions.
- Ability to communicate technical methods and findings clearly to technical and nontechnical audiences and work across organizational boundaries.
- Active Top Secret clearance required.
