Position SummaryThe Senior Capture Lead finds, qualifies, and pursues public sector contract opportunities that fit Shabas Solutions' capabilities and growth strategy. This role runs the capture process from early opportunity identification through proposal handoff. That includes building customer relationships, analyzing competitors, developing teaming strategies, and shaping win themes to raise the company's win rate.
Key Responsibilities- Find and qualify opportunities through procurement sources (such as SAM.Gov), agency forecasts, industry days, and customer engagement.
- Lead capture planning for priority pursuits, including bid/no-bid recommendations, win strategies, and capture plans.
- Build and maintain relationships with program staff, contracting officers, and small business offices, within procurement integrity rules.
- Research customer needs, budgets, incumbents, and the competitive landscape.
- Find and negotiate teaming partners, both primes and subcontractors, and coordinate teaming agreements and NDAs.
- Develop solution concepts, win themes, discriminators, RFI responses, and white papers in collaboration with subject matter experts. Contribute to proposal development.
- Work with recruiting to identify key personnel and get candidate letters of commitment.
- Support pricing strategy and price-to-win analysis.
- Hand off to the proposal team and support proposal development through submission.
- Keep the pipeline current in the CRM and report capture status to leadership.
Required Qualifications- Bachelor's degree in life sciences, public health, or a related field.
- 5+ years of federal business development including capture management experience.
- Working knowledge of the FAR, federal acquisition cycles, and contract vehicles such as IDIQs, BPAs, and GWACs.
- A record of winning federal contracts as a small business prime or subcontractor in the life sciences sector.
- Demonstrated writing, presentation, and relationship-building skills.
- Ability to manage several pursuits at once and meet strict deadlines.
- Required Permanent resident or US citizenship. Must be able to obtain and keep a Public Trust clearance if required by the contract.
Preferred Qualifications- Master's/Ph.D degree.
- Customer engagement and capture experience with HHS science agencies such as NIH, ASPR/BARDA, ARPA-H, CDC, or FDA.
- Demonstrated project delivery and/or program management experience in federal life-sciences/global public health
- Working familiarity with the drug/device development lifecycle (e.g., clinical trial design, Phase I-III, regulatory strategy); GCP/GLP/GMP/HSP/Biosafety knowledge preferred.
- Familiarity with small business set-aside programs, and SBIR/STTR.
- Experience with pipeline tools such as GovWin IQ, Deltek, or HigherGov.
- Shipley or APMP training or certification.
Compensation & BenefitsSalary Range: $80,000 - $160,000 per year, based on experience, qualifications, and past results winning contracts.
The salary range is a good-faith estimate at the time of posting. The final offer will depend on the candidate's skills, experience, and internal equity.
