DISTINGUISHING FEATURES OF THE CLASS:
Responsible for assisting with budget preparation and monitoring, including developing improved departmental budgeting, management, and reporting systems. Requires independent judgment and includes general supervision of assigned personnel. Does related work as required.
TYPICAL WORK ACTIVITIES:
- Supervises and reviews departmental budget requests and makes recommendations.
- Analyzes operating procedures to improve cost effectiveness and productivity.
- Consults with department heads regarding appropriations, fund transfers, and equipment use.
- Analyzes revenue sources and assists in identifying opportunities for increased revenue.
- Reviews revenue receipts and recommends corrective actions.
- Reviews departmental expense accounts to ensure proper budget allocations and expenditures.
- Reviews Budget and Accounting Information Systems used for budget and accounting records.
- Assists with the five-year Capital Improvement Program.
- Compiles data for comprehensive narrative and tabular reports.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of governmental operating and capital budgeting practices and applicable laws and regulations; administrative analysis; ability to prepare complex reports, supervise staff, communicate effectively, operate budget/accounting systems, maintain confidentiality, and exercise sound judgment, initiative, integrity, and discretion.
MINIMUM QUALIFICATIONS:
A) Bachelor's Degree in Finance, Accounting, Marketing, Business/Public Administration, or related field and five (5) years of relevant financial analysis or administrative experience, including one (1) year of supervisory experience; or
B) Associate's Degree in a related field and seven (7) years of relevant experience, including one (1) year of supervisory experience; or
C) High School Diploma/HSE and ten (10) years of relevant experience, including one (1) year of supervisory experience; or
D) An equivalent combination of education, training, and experience.
NOTE: Degrees must be from an accredited institution recognized by the U.S. Department of Education. Foreign degrees require independent verification of equivalency.
SUBSTITUTION: Graduate study in Business/Public Administration, Finance, Accounting, Marketing, or a related field may substitute year-for-year for up to two (2) years of required non-supervisory experience.
