Job DescriptionJob Summary:As a Senior Associate in BDO Government Services, this role will support a government client in the implementation of its new financial management system, with a focus on organizational change management. This role requires a professional who can help agency stakeholders understand, prepare for, adopt, and sustain changes to financial processes, roles, controls, reporting, and day-to-day ways of working.
The team works alongside client leadership, project teams, and end users to translate system implementation activities into practical change management support, including stakeholder engagement, readiness assessment, communications, training coordination, adoption planning, issue escalation, and post-go-live reinforcement. The role requires strong consulting, communication, facilitation, and project coordination skills, as well as an understanding of how public-sector financial management processes operate and change during large-scale technology modernization.
Job Duties:Service Delivery- Supports organizational change management activities for a government client's financial management system implementation, with emphasis on financial management processes, roles, controls, reporting, and user adoption
- Develops and maintains change management materials, including stakeholder analyses, readiness assessments, communications, training support materials, cutover/adoption resources, and reinforcement plans
- Works with agency finance, procurement, budget, accounting, grants, and administrative stakeholders to understand current-state processes and identify operational impacts associated with new system-enabled workflows
- Coordinates with functional, technical, and implementation team members to translate system changes into clear business impacts, user-facing guidance, and action-oriented change plans
- Prepares client-ready deliverables, meeting materials, status updates, issue summaries, and implementation support documentation that are clear, accurate, and appropriate for government audiences
- Facilitates meetings, workshops, and working sessions with agency stakeholders to gather input, validate change impacts, address adoption barriers, and support implementation decision-making
- Supports change readiness, communications, training coordination, stakeholder engagement, and adoption measurement activities that help financial management system changes take hold across agencies
- Supports post-go-live adoption, issue tracking, lessons learned, transition-to-operations activities, and reinforcement of new financial management practices
- Tracks change management milestones, risks, issues, adoption indicators, and stakeholder feedback to support implementation reporting and leadership visibility
- Applies a working understanding of financial management operations to help connect system implementation activities to practical business process and user impacts
- Ability to work onsite or in a hybrid arrangement, with approximately 40% of time required in Dover, DE.
Project Management- Coordinates client engagements and relationships with multiple stakeholders, client staff, and internal team members, including leadership and board facilitation and the synthesis of stakeholder input
- Serves as a day-to-day point of contact and directs project workstreams, timelines, and deliverables
Practice and Service Development- Contributes to the expansion and development of services for tax-exempt organizations, including leading monthly meetings and other service development initiatives

Supervisory Responsibilities Qualifications, Knowledge, Skills, and Abilities:Education- Bachelor's Degree in Business Administration, Public Administration, Nonprofit Management, Organizational Leadership or Development, Management, Economics, Finance, Public Policy, Information Technology, Data Analytics, Humam Resources Management, Industrial/Organizational Psychology, or Communications, required
- MBA or MPA, preferred
Experience - Three (3) or more years of demonstrated experience in management consulting, advisory services, organizational change management, business process improvement, technology implementation support, financial management operations, required
License/Certification: - Professional certifications, PMP or ACMP, preferred
Software- Proficient in Microsoft Office Suite, specifically Excel, Word, and PowerPoint, required
- Use of financial management systems such as Workday, Oracle, SAP, PeopleSoft, or similar platforms, required
- Experience with ERP implementations, financial management systems, project management tools, collaboration tools, and data visualization / dashboarding tools, preferred; platform subject-matter expertise is not required
