Full Job Description
Position Overview

Halvik is seeking a Salesforce Technical Lead to join the delivery team supporting the National Telecommunications and Information Administration (NTIA). The Technical Lead will work in close partnership with the Principal Enterprise Architect and other Technical Leads on a modern Salesforce Public Sector platform, with a forward-looking focus on Agentforce, headless architecture, and Data 360.

Core Responsibilities
  • Scrum Team Technical Leadership: Serve as the technical lead for an assigned scrum. Provide hands-on technical guidance during sprint execution, conduct design reviews, make implementation decisions within the architectural framework, and remove technical blockers. Accountable for the team's code quality, technical debt management, and adherence to Salesforce platform best practices.
  • Hands-On Development: Contribute directly to sprint delivery with advanced Apex, Lightning Web Components, OmniStudio (OmniScript, FlexCards, DataRaptors, Integration Procedures), and Experience Cloud customizations. Deliver hands-on declarative solutions using Flow Builder and Flow Orchestrator - record-triggered flows, screen flows, subflows, and Apex-invocable actions where Flows call into Apex for governor limits, complex logic, or transactional integrity. Exercise judgment on when to refactor custom Apex into maintainable Flow-based automation, and when to keep logic in Apex to avoid brittleness at scale. Lead the technical build-out of Agentforce agents - prompt engineering, grounding strategies (chunking, semantic retrieval), and integration with CRM Analytics, Tableau Next, and Data 360 semantic models. Lead complex technical stories including cross-object automation, governor limit optimization, and large-scale data operations.
  • Architecture Partnership: Collaborate with the Principal Enterprise Architect on solution design, technical standards, and platform governance. Translate architectural decisions into implementable patterns for the development team. Participate in architecture review boards, provide input on technology direction (including Agentforce, Tableau Next, Data 360 semantic models), and escalate design trade-offs with supporting analysis.
  • Code Quality & Team Development: Establish and enforce code review standards, ensure code coverage on all deliverables, and mentor junior and mid-level developers. Drive Section 508/WCAG compliance across team deliverables. Participate in sprint planning, daily stand-ups, sprint reviews, retrospectives, and Scrum of Scrums within the SAFe framework.

Minimum Requirements
  • Education: Bachelor's degree in Computer Science, Information Technology, or related field.
  • Experience: Minimum 8 years of professional Salesforce development experience, with at least 3 years in a technical lead or team lead capacity on enterprise-scale Salesforce implementations. Direct delivery experience on a Federal or State/Local government agency Salesforce program is desired.
  • Certifications (Required): Salesforce Platform Developer I required. Salesforce Platform Developer II and an advanced certification (Application Architect, System Architect, Integration Architect, or OmniStudio Developer) strongly preferred.
  • Technical Proficiency: Demonstrated hands-on delivery depth across Salesforce's declarative and custom development capabilities - a strong working combination of Flow (Flow Builder, Flow Orchestrator, record-triggered flows, screen flows, subflows), OmniStudio (OmniScript, FlexCards, DataRaptors, Integration Procedures), Lightning Web Components, and Apex. Working knowledge of SOQL/SOSL, Visualforce, and Salesforce DX. Strong judgment on when to solve declaratively versus programmatically. Deep understanding of Salesforce governor limits, bulkification patterns, and platform optimization.
  • Platform Knowledge: Extensive experience with Salesforce CRM, Experience Cloud, Service Cloud, and Salesforce Government Cloud (FedRAMP Moderate) environments - including familiarity with the deployment cadence, feature-lag considerations, and access constraints that come with GovCloud instances. Demonstrated ability to lead teams through complex multi-cloud Salesforce implementations.
  • Modern Platform Capabilities: Practical hands-on experience with modern Salesforce capabilities - Agentforce (agent configuration, prompt engineering, grounding strategies), Data 360 (semantic models, data streams, unified profile), or Salesforce Headless APIs (Headless Identity, Headless Registration, decoupled front-end/back-end integration). Curiosity and forward-looking judgment on where these capabilities fit into a Public Sector Salesforce program.
  • Leadership: Proven ability to lead scrum teams technically, conduct effective design and code reviews, mentor developers, and operate within an established architectural governance framework. Comfortable with a "disagree and commit" decision-making model.
  • Tools: Proficiency with Git/GitHub, JIRA, Salesforce Data Loader, VS Code with Salesforce Extensions, and CI/CD pipelines (GitHub Actions, Copado or equivalent).
  • Compliance: Must be eligible for Public Trust (Tier 2 / MBI) security clearance. U.S. citizenship or permanent residency required.

Preferred Expertise
  • Salesforce Public Sector Solutions (PSS) - hands-on configuration with the PSS data model, license type mapping, and standard components. Familiarity with Grants Management Lifecycle is highly valued.
  • Agentforce and Salesforce AI - agent configuration, prompt engineering, grounding strategies, or participation in Agentforce pilots/POCs. Salesforce AI certifications (AI Associate, AI Specialist) or hands-on experience with Einstein GPT, Copilot, or Data Cloud.
  • CRM Analytics / Tableau / Data 360 - CRM Analytics (formerly Einstein Analytics) or Tableau for reporting on grants data. Working knowledge of Salesforce Data 360 (semantic models, data streams, calculated insights, unified profile) for building a governed, cross-source data layer that Agentforce agents and analytics dashboards can consume.
  • Headless architecture - Salesforce Headless APIs and headless architecture patterns (Headless Identity, Headless Registration, decoupled front-end/back/end integration) for scenarios where the grantee experience is served outside standard Experience Cloud UI.
  • MuleSoft - integration experience or MuleSoft certification.
  • SAFe - SA, SSM, or SPC certification or equivalent scaled agile experience.
