RUHS Facilities Construction Project Planner to plan, administer and manage complex healthcare construction, renovation and capital improvement projects within Riverside University Health System (RUHS) hospital and healthcare facilities. This position ensures projects are delivered in compliance with all applicable federal, state and local laws, healthcare regulatory requirements, County ordinances, public works statutes, and established County policies and procedures and performs other related duties as required.
The RUHS Facilities Construction Project Planner reports to the of Director of Facilities Design & Development. Incumbents are responsible for all facility design, construction and alteration projects from identification through design and completion. Incumbents work on projects that may include a wide range of hospital construction, renovation and infrastructure improvement initiatives necessary to maintain, modernize, expand, or reconfigure healthcare facilities and support services in compliance with regulatory standards and evolving operational needs.
EXAMPLES OF ESSENTIAL DUTIES• Plan, organize and manage healthcare construction and renovation projects from initial programming through final regulatory approval and project closeout.
• Ensure strict compliance with California Building Standards Code (Title 24), HCAI requirements, California Department of Public Health (CDPH) regulations, Centers for Medicare and Medicaid Services (CMS) Conditions of Participation, ADA standards, Public Contract Code requirements, competitive bidding laws, prevailing wage statutes, bonding requirements, insurance provisions, and certified payroll reporting.
• Prepare and process RFPs, RFQs, RFBs, Form 11 documentation, Board agenda items, contract amendments, and change orders in accordance with County processes; prepare documentation suitable for audit, regulatory review and governing board oversight.
• Identify, mitigate and document regulatory, fiscal, operational, and life-safety risks associated with capital construction activities in occupied healthcare environments; coordinate Infection Control Risk Assessments (ICRA) and Interim Life Safety Measures (ILSM).
• Oversee architectural and engineering consultants and construction contractors.
• Develop, monitor and document project budgets and cost controls.
• Conduct inspections to ensure work conforms to approved plans, specifications and regulatory requirements; engage with HCAI Inspectors and work with Inspector of Record to ensure adherence to HCAI requirements and construction documents.
MINIMUM QUALIFICATIONS Education: Graduation from an accredited college or university with a bachelor's degree in engineering, architecture, construction management, facilities management, or a closely related field. Additional qualifying experience may substitute for up to two years of the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.
Experience: three years of progressively responsible experience coordinating building construction or capital improvements, including three years in healthcare facilities or public sector environments.
Knowledge of: Healthcare regulatory frameworks; California Building Standards Codes; County procurement processes; Public Contract Code; public works regulations; prevailing wage and labor compliance requirements; construction risk management; fiscal accountability standards.
Ability to: Interpret and apply complex statutory and regulatory requirements; administer public works contracts; mitigate regulatory and fiscal risks; prepare defensible documentation; exercise independent professional judgment.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
- A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
- A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
- A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
