Short Description

Bowman has an opportunity for a Right of Way Director to join our team in the Northeast U.S.

We are open to candidates who reside anywhere in the Northeast U.S.

Purpose

Supervise Right of Way department including directing the preparation functions and all personnel decisions.

Responsibilities

Leadership and Direction
  • Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Manage people and processes to ensure effective execution. Review work produced by staff for quality assurance.
  • Provide oversight and direction of department or business unit including strategy, budgeting, staff, and deliverables.

At the Operational and Company Level
  • Assist with the marketing of the firm's capabilities to establish new clients and enhance relationships with existing clients.
  • Coordinate with other internal departments to meet project requirements.
  • Serve as technical advisor by providing senior level input and evaluation on projects.

Do the Work
  • Meet with prospective clients, prepare proposals, and establish budgets and schedules.
  • Maintain close liaison with clients to resolve all project questions, such as, but not limited to, technical requirements, completion requirements and billing inquiries.
  • Supervise work of all ROW project personnel to ensure it meets the highest professional standards.
  • Coordinate with other internal departments to meet project requirements.
  • Define the scope of multiple, complex projects and develop plan to accomplish ROW projects. Monitor progress toward deliverable schedules.
  • Compile project status reports.
  • Review job cost sheets/prepare monthly billings. Ensure assigned projects stay within budget allocation.
  • Collect outstanding monies due from assigned clients.
  • Participate in and formulate marketing presentations and attend marketing meetings.
  • Secure repeat business from existing clients and identifying new clients.
  • Supervise the work of Project Managers when needed.

Qualifications

  • Bachelor's degree from a four-year college or university and/or equivalent industry related Right of Way work experience.
  • Fifteen or more (15+) years of experience performing all aspects of land, right of way, easement acquisition, title research, or comparable industry related education.
  • Minimum five (5) years of Right of Way supervisory experience preferred.
  • Knowledge in all aspects of Right of Way, including project management, acquisition, title, permitting, budgeting, cost forecasting, operation, due diligence, public relations, community outreach and solid understanding of general regulatory, eminent domain, and legal issues.
  • Demonstrated experience in successfully managing the financial, marketing, human resources, and operational aspects of an engineering department.
  • Experience reading construction / engineering or related design plans/profiles.
  • Expert computer skills in various Microsoft applications including Outlook, Word, Excel, and PowerPoint, as well as familiarity with database systems.
  • Satisfactory driving record as determined by the Company and a current, valid State driver's license.
  • Multilingual is a plus.
  • Professional real estate license in applicable state or the ability to obtain one within 3 months (90 days) of hire is required.


Salary and eligible variable compensation (if any) commensurate with experience. Range is $130,000 - $165,000 base and includes a comprehensive benefits package.

Physical Demands and Working Environment

  • Primarily indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic.

  • May require some out-of-the-area and overnight travel may be required according to the needs of the business.
  • Occasional lifting or carrying up to 20 pounds.

  • Occasional reaching outward or above shoulder.
