Job Description:

Parsons is looking for an amazingly talented Resident Engineer to join our team! In this role, you will provide field quality oversight and inspection support for FAA air traffic control systems, facilities, and infrastructure projects across the National Airspace System. You will work closely with project management, engineering, field teams, subcontractors, and FAA stakeholders to ensure that installation, construction, and site activities are completed in accordance with approved drawings, specifications, contract requirements, safety standards, and Parsons quality processes.

This position may support a variety of air traffic control and aviation infrastructure activities, including facility modifications, civil and structural work, electrical and communications infrastructure, equipment installation, site preparation, testing, and other modernization efforts.

T5 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 5 (T5) to Parsons in April 2023. Parsons is the prime contractor. This $1.8+ billion contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA's Capital Investment Plan (CIP), certain reimbursable programs, FAA modernization initiatives, national security programs, and aviation safety. Work includes site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, drafting, contract surveillance, and other technical services as required. Work is performed across the nation in each of the FAA's nine regions, as well as at the Aeronautical Center in Oklahoma City, Oklahoma, the Technical Center in Atlantic City, New Jersey, and several U.S. territories.

What You'll Be Doing:
  • Perform field inspections and quality surveillances of installation, construction, and site activities based on approved contract documents and site-specific requirements.
  • Review work for compliance with project drawings, specifications, codes, standards, contract requirements, and approved procedures.
  • Perform and document inspections of subcontractor and field work.
  • Oversee inspection, examinations, and testing procedures and accurately record inspection and test results.
  • Identify quality issues, nonconforming work, or deviations from approved contract documents and coordinate appropriate corrective actions with project and field leadership.
  • Work cross-functionally with Project Managers, engineers, field personnel, quality staff, subcontractors, and customer representatives.
  • Initiate and moderate weekly project status meetings with stakeholders
  • Review engineering drawings, specifications, submittals, scopes of work, installation packages, and other technical documentation to understand inspection and acceptance requirements.
  • Monitor work progress and provide timely communication of quality concerns, schedule, field conditions, and inspection status to appropriate project stakeholders.
  • Ensure compliance with Parsons, FAA, and project-specific health, safety, environmental, security, and quality requirements applicable to assigned work.
  • Document project activities and inspection results clearly and concisely through reports, photographs, checklists, records, and other required project documentation.
  • Maintain an understanding of applicable prime contract and subcontractor requirements associated with assigned work.
  • Support project readiness reviews, site meetings, field coordination activities, acceptance inspections, and project closeout as required.
  • Promote a strong culture of quality, safety, accountability, and technical excellence across field execution activities.
  • Perform other responsibilities associated with this position as may be appropriate.


What Required Skills You'll Bring:
  • Bachelor's degree in engineering, sciences, mathematics, quality, construction management, or a related technical field with typically 4+ years of relevant experience; or high school/trade school diploma with 8+ years of equivalent relevant field, construction, inspection, or technical experience.
  • Experience performing inspection, quality surveillance, construction oversight, field engineering, installation oversight, or similar technical field activities.
  • Ability to read and interpret engineering drawings, specifications, codes, standards, scopes of work, and other technical documentation.
  • Working knowledge of inspection, testing, quality assurance, and quality control practices.
  • Strong attention to detail and ability to identify and accurately document field conditions and quality issues.
  • Strong written and verbal communication skills and ability to work effectively with project teams, subcontractors, and customer representatives.
  • Basic proficiency with Microsoft Windows, Word, Excel, Outlook, Teams, and other standard business applications.
  • Ability to use digital photography and electronic systems to document and transmit field inspection information.
  • Ability to work independently in field environments and exercise sound judgment within established procedures.
  • Willingness to travel to FAA project locations as required and for the duration necessary to complete the project.
  • Must be able to meet customer security requirements. A background check by federal authorities will be performed.


What Desired Skills You'll Bring:
  • Experience supporting FAA, aviation, air traffic control, airport, transportation, defense, or other mission-critical infrastructure projects.
  • Experience with air traffic control facilities, communications systems, surveillance systems, navigation systems, electrical infrastructure, equipment installation, or related technical environments.
  • Experience with civil, structural, concrete, electrical, mechanical, communications, or facility-modification work.
  • Previous experience performing quality inspections.
  • Familiarity with FAA construction, electrical and grounding standards and installation, acceptance, safety, or quality requirements.
  • Experience overseeing subcontractor work and coordinating corrective actions.
  • ASQ, Certified Quality Inspector, Certified Manager of Quality/Organizational Excellence, CMAA, construction inspection, or similar quality certification preferred.
  • OSHA or other applicable safety training or certification preferred.

Salary Range: $30.58 - $53.51
