Full Job Description
Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.

Job Description

Under the general direction of the Director of Project Controls, the Data Scientist supports enterprise-level decision-making by developing advanced analytics, predictive models, and automated reporting solutions. This position transforms complex program, project, and operational data into meaningful insights, enabling leadership, project teams, and stakeholders to make accurate, timely, and data-driven decisions.

The Data Scientist collaborates across functional areas-including cost, schedule, risk, and finance-to integrate data sources, improve data quality, enhance reporting workflows, and design visualization tools (e.g., Power BI dashboards) that communicate performance, trends, and risks clearly and effectively.

Position Responsibilities

  • Develop, maintain, and continuously improve program-wide data models, analytics frameworks, and reporting workflows.
  • Build predictive and statistical models to forecast cost, schedule, risks, and performance metrics.
  • Create automated dashboards, visualizations, and analytical tools using Power BI and other platforms.
  • Conduct detailed data analysis to identify trends, anomalies, performance drivers, and optimization opportunities.
  • Partner with cost, schedule, and risk management leads to integrate data and produce unified analytical outputs for executive-level decision-making.
  • Support monthly and quarterly reporting cycles by preparing accurate, validated datasets and generating analytical insights.
  • Assess opportunities to automate manual reporting processes and streamline data flows.
  • Establish data quality standards and quality-assurance procedures for program data.
  • Collaborate with project teams to gather, validate, and consolidate data from multiple systems and sources.
  • Present analytical findings, dashboards, and recommendations to Executive Management, program committees, and other stakeholders.
  • Support Board-level reporting needs in collaboration with the Finance Office.
  • Other duties as assigned


Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in Data Science, Engineering, Computer Science, Business Analytics, Statistics, or a closely related field and eight (8) years of work-related experience
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner


Other Job Requirements

  • Demonstrated experience producing data analytics, modeling, and reporting for senior-level audiences.
  • Experience implementing data strategies, analytics workflows, and reporting processes in a large program or enterprise environment.
  • Experience managing or contributing to analytics/reporting teams on major programs.
  • Strong knowledge of data management, business intelligence, document control, project controls, and management reporting techniques.
  • Ability to coordinate with cross-functional stakeholders and obtain accurate, timely data inputs.
  • Ability to develop and implement methodologies for analytics, reporting, dashboards, and visualization.


Preferred Qualifications

  • Proficient in Visualization of Kanban boards and building dashboards for project controlling.
  • Proficient in desktop publishing software, Visio, and professional graphics software
  • Proficient with data analytics tools such as Power BI.
  • Experience building Kanban-style or Agile process visualizations.
  • Strong proficiency with data analysis, statistical tools, and modern programming languages (e.g., Python, R).
  • Excellent communication skills, including the ability to convey complex data clearly and tactfully to diverse audiences.

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $96,500.00 - $179,500.00
