About the Work Unit
This work unit exists to provide traffic engineering support for all design and construction projects in Region 1, plans and designs traffic and safety projects, provides traffic modeling review and analysis for projects and traffic impact studies, ensures the safe and efficient operation of traffic control devices such as; traffic signals, signing, striping and roadway lighting and ITS devices and ensures that transportation safety and maintenance funded projects are planned and completed on schedule and within scope and within budget.

About the Position
As the Regional Traffic Modeling Manager (PE II), you will serve as Region 1's internal Traffic Modeling Engineer and Program Manager. This is a new position created to develop, manage, and advance the Region's new Traffic Modeling Program. The position utilizes a professional engineering license to provide technical leadership in traffic simulation, operational analysis, safety evaluation, speed management, data analytics, visualization, and transportation technology to support planning, design, operations, and multimodal initiatives. This position utilizes a professional engineer's license to apply advanced transportation engineering principles using the Highway Capacity Manual (HCM), MUTCD, CDOT standards, and industry best practices while utilizing tools such as VISSIM, TransModeler, Synchro/SimTraffic, HCS, ICAT, SPICE, CAP-X, GIS, Power BI, and other emerging analytical technologies.
Your duties and responsibilities will include, but are not limited to, the following

• Utilizing traffic modeling knowledge and expertise develop modeling guidelines and standards for CDOT Region 1 projects and traffic impact study submittals.
• Lead Region 1's Traffic Modeling Training Program through classroom instruction, mentoring, and hands-on workshops.
• Develop and implement modeling software training for region traffic engineering staff.
• As the Region modeling expert, review consultant traffic models and technical reports and provide meaningful feedback and analysis.
• Conduct operational analyses supporting planning, design, access management, safety, and construction.
• Evaluate project alternatives using VISSIM, TransModeler, Synchro, HCS, ICAT, SPICE, CAP-X, and other approved tools.
• Provide consultation on travel modeling, multimodal traffic data collection and analysis.
• Develop, maintain, and calibrate corridors, interchange, and network simulation models.
• Utilizing expert Traffic engineering knowledge and statistical analyses, propose optimal strategies and recommendations for operational improvements.
• Develop new traffic programs and processes for traffic data support, including operations evaluations tools, intersection and interchange control analysis tools, dashboards, excel sheets, and automation to assist regions in project decisions.
• Review specifications and standards, plans, manuals, testing and training materials, compose reports, and provide essential traffic engineering and modeling support as needed to all Region 1 projects.
• Participate in data collection activities as required while providing support to other traffic staff on an as-needed basis.
• Provide traffic engineering review of planning, feasibility, system-level, and NEPA studies
• Advise on statistical methods, analysis procedures, and presentation formats used to examine and convey the results of assigned assessments.

• Conduct regional data collection, analysis, and inspection of needs, and relate causality to roadway geometrics, traffic control devices, crash data, intersection operations, turning movements, signals, and traffic operations using highway and traffic engineering principles.
• Collect and analyze data using available resources and provide innovative solutions to issues. Make recommendations based on available data.
• Integrate big data, traffic counts, probe data, crash history, signal timing, and GIS datasets.
• Develop dashboards and visualization products using Power BI and GIS.
• Research and implement emerging modeling technologies, and automation, where appropriate.
• Represent the Department in dealings with the public, other governmental agencies, contractors, consultants, the media, developers, business owners, and other entities.
• Serve as an official CDOT contact with local agencies and the public by participating in and/or conducting meetings for the purpose of explaining CDOT's actions related to project development, design and/or construction activities.
• Coordinate with Headquarters, MPOs, FHWA, and local agencies as appropriate.
• Participate in the consultant selection process. Negotiate consultant contracts.

Work Environment

• Primarily 8:00 am - 5:00 pm work hours, Monday-Friday; after training it will be changed to hybrid with a minimum of 3 days in office.
• Approximately 20% spent in the field, 80% spent in the office
• Performs field visits to collect data, which requires work in a variety of environmental conditions and terrains as well as on active construction sites
• Work location will be at CDOT HQ
• Travel required during work hours throughout Metro Denver/Front Range
• Occasional overnight travel 1-3 times a year throughout Colorado
• Required to operate CDOT vehicles

Minimum Qualifications
Education/Licensure/Certification/Experience:

• Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
• Two (2) years of professional experience in an occupational field related to the work assigned to the position, one of which must have been as a licensed professional engineer.

Substitutions
Appropriate education in addition to that required for the professional engineer license will substitute for the required experience on a year-for-year basis.
