Scope of Position: The Texas Gulf Coast Regional Director of Operations provides strategic leadership and operational oversight for a large, multi-site region encompassing diverse programs and services. This role is responsible for leading a substantial workforce, ensuring operational excellence, and delivering measurable outcomes aligned with organizational priorities. Working in close partnership with executive leadership and the Houston Gulf Coast Workforce Development Board, the Regional Director drives performance, accountability, and continuous improvement across all locations, ensuring programs achieve high-impact results while maintaining compliance, quality standards, and financial sustainability.
Essential Functions:- Lead regional operations across multiple sites and program lines, ensuring alignment with organizational strategy and growth priorities.
- Collaborate with executive leadership on growth initiatives, performance strategy, and operational planning.
- Build and maintain Workforce Board relationships to ensure alignment with regional workforce strategies.
- Serve as liaison between internal teams and the Workforce Board to support communication, compliance, and program execution.
- Participate in key meetings including Board sessions, stakeholder briefings, and internal leadership discussions.
- Represent the organization at community forums, industry events, and regional planning meetings.
- Travel extensively across a multi-county region to maintain visibility and support operations.
- Conduct on-site visits to assess program effectiveness, ensure service consistency, and provide real-time guidance.
- Maintain strong site presence to offer coaching, problem-solving, and operational support.
- Develop community and employer partnerships across multiple service areas.
- Ensure cross-site communication and operational alignment across geographically dispersed locations.
- Translate strategic goals into measurable action plans and oversee implementation.
- Manage a complex program portfolio ensuring quality, compliance, and performance.
- Establish and monitor KPIs; analyze data, identify risks, and drive accountability.
- Lead and develop multi-level teams including staffing, succession planning, and performance management.
- Standardize processes and implement best practices for efficient operations.
- Oversee facilities operations including leases, space utilization, and maintenance.
- Manage inventory and scheduling to support operational needs.
- Partner with IT to optimize systems, strengthen infrastructure, and drive technology improvements.
- Manage monitoring and reporting systems to ensure accurate, actionable data.
- Lead continuous improvement, innovation, and change management initiatives.
- Oversee regional budgets ensuring fiscal responsibility and achievement of financial targets.
- Build strong internal and external relationships with leaders, partners, and community stakeholders.
- Represent the organization regionally in high-level initiatives and strategic engagements.
Education and Experience Requirements:- Bachelor's degree required; Master's degree preferred.
- Extensive experience leading large, multi-site operations and complex program portfolios.
- Proven success managing large teams in high-demand, metrics-driven environments.
- Demonstrated ability to collaborate with executive leadership and drive organizational performance.
