Full Job Description
LEMOINE, a Great Place to Work®-Certified company, is currently seeking an experienced Recovery Superintendent. The Recovery Superintendent will manage, and control assigned project(s), including overseeing field operations, site safety, productivity, schedule, quality work, and trade contractor and supplier coordination and work closely with all members of the project team, all in an effort to minimize risk and to keep the focus on LEMOINE's Foundations for Successful Execution

The Recovery Superintendent travels to residential homes to establish the scope of work and documents completed repairs for homeowner rehabilitation and reconstruction projects funded by HUD's Community Development Block Grant Disaster Recovery (CDBG-DR) Program. All in an effort to minimize risk and to keep focus on LEMOINE's Foundations for Successful Execution.

Job Responsibilities:
  • Located in Matagorda County/Brazoria County, Texas.
  • Oversee all aspects of CDBG-DR projects, including scheduling manpower, procuring tools and materials, securing permits, and ensuring compliance with HUD and local regulations.
  • Conduct detailed residential inspections to establish scopes of work, document completed repairs, and verify compliance with CDBG-DR standards, including photographs, scope notes, and required checklists.
  • Inspect all areas of homes (interior, exterior, crawlspaces, attics, and roofs) to ensure quality and adherence to project specifications.
  • Serve as the primary point of contact for subcontractors, providing guidance, clarifying contract documents, and resolving issues to maintain project momentum.
  • Ensure completion of the full scope of work on time, within budget, and in accordance with the Project QA/QC plan, documenting progress with photographs and reports.
  • Implement and enforce LEMOINE's LIFE Safe Work Practices to maintain a safe work environment.
  • Track production rates, quantities, and project milestones to ensure efficient progress and resource allocation.
  • Facilitate clear and effective communication among project stakeholders, including homeowners, subcontractors, and program administrators.
  • Manage and mitigate risks to ensure project success and compliance with CDBG-DR funding requirements.

Required Qualifications:
  • High school diploma or GED required, bachelor's degree in construction management, engineering, or related field preferred.
  • 5+ years of professional experience in a construction supervisory role
  • In-depth knowledge of project planning, scheduling, and construction trades across all disciplines.
  • Understanding of HUD CDBG-DR regulations, compliance, and reporting requirements preferred.
  • Exceptional project management, customer service, and conflict resolution skills.
  • Excellent written and oral communication skills for stakeholder engagement and documentation.
  • Proficient in Microsoft Office and project management software.
  • Ability to travel extensively to disaster-affected sites across the region, with flexibility for extended assignments.
  • Valid driver's license and ability to access confined spaces (crawlspaces, attics, roofs) for inspections.

The physical and mental demands of this position must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit, stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl. The employee must be able to occasionally lift and/or move up to 50 pounds.
