Job Description:

POSITION SUMMARY:

Responsible for planning, directing, and implementing project quality management and technical engineering support activities on large industrial, federal, heavy civil, and self-perform construction projects. Leads project quality programs, technical reviews, constructability initiatives, and engineering support services to ensure work is executed safely, efficiently, and in compliance with contract requirements, applicable codes, owner specifications, and company standards. Serves as a key liaison between operations, engineering, project management, subcontractors, and government representatives throughout the project lifecycle.

DUTIES AND RESPONSIBILITIES:
  • Lead constructability reviews during preconstruction and project execution.
  • Review technical submittals, shop drawings, engineering calculations, and work plans for conformance with contract requirements.
  • Support operations teams in development of means and methods for self-performed concrete, structural, and heavy civil work.
  • Coordinate with engineers of record, designers, and government representatives to resolve technical issues.
  • Participate in design-build project reviews and value engineering efforts.
  • Provide technical guidance on concrete construction, foundations, structural systems, earthwork, and temporary works.
  • Support development and implementation of lessons learned and continuous improvement initiatives.
  • Prepare quality control procedures (work controlling documents) and review other department procedures for compliance and/or correctness.
  • Prepare, obtain approval, issue and implement company quality control (assurance) program manual in compliance with owner contract and company requirements.
  • As required by quality control program manual, perform activities such as audits, preparation of quality problems, etc.
  • Provide administrative and technical direction to all quality control personnel
  • Ensure company standards as outlined in quality control (assurance) manual are effectively implemented.
  • Insure adequate corrective measures are implemented in case on noncompliance.
  • Assist in preparation of responses to RFQ's and RFP's regarding QA and QC programs.
  • Perform internal/external audits to ensure quality control requirements are implemented and/or maintained.


EDUCATION AND EXPERIENCE:
  • Possess a bachelor's degree in engineering, construction management, or equivalent combinations of technical training and experience.
  • 10+ years of related/ applicable experience in quality control
  • Experience supporting self-perform concrete, structural, industrial, or heavy civil construction projects.
  • Federal construction experience with NAVFAC, USACE, DOE, GSA, or similar agencies preferred.
  • Design-build project experience preferred.
  • Professional Engineer (PE), CCM, CQM-C, or equivalent certifications preferred.


KNOWLEDGE SKILLS AND ABILITIES:
  • Thorough working knowledge of regulatory agency quality assurance/quality control activities.
  • Thorough understanding of federal construction quality requirements and Three-Phase Quality Control processes.
  • Working knowledge of construction engineering principles, temporary works, and constructability analysis.
  • Experience with RMS/QCS, Primavera P6, Bluebeam, Procore, Autodesk Construction Cloud, or similar project management platforms.
  • Strong understanding of concrete construction practices, testing requirements, and quality standards.
  • Ability to effectively lead multidisciplinary teams across operations, engineering, quality, and project management functions.
  • Ability to communicate technical concepts to clients, government personnel, project teams, and subcontractors.
  • Excellent verbal/written communication skills required.
  • Demonstrated leadership, communication and strong interpersonal skills are requisite.
  • Ability to work independently or as a member of a team.
  • Strong work ethic to complete tasks in a high-quality manner.
  • Solid attention to detail with the ability to be a problem solver.
  • Proficiency in Microsoft Office Suite


RELATIONSHIPS:

Reports to the Director of Engineering and Quality and serves as a technical resource to Project Executives, Senior Project Managers, Project Managers, and Site Superintendents throughout project delivery.

WORKING CONDIDITIONS:

Role will be site based, working on an active construction site. 70% of duties are performed in a temperature controlled, fluorescent-light environment, 30% of duties are performed in the field. Others impose 100% of deadlines. Some lifting between 0-20lbs is required.
