Job Summary The Public Utilities Commission is hiring their next Rates Analyst 3. This position provides policy, technical analysis and interpretation of complex gas and electric utility regulatory matters and other energy-related issues for the Minnesota Public Utilities Commission. Important! Please Note: This career opportunity is based at the Commission officesin St. Paul, Minnesota and is not available for full-time remote work. This position will require you to work onsite or in-person for at least 50% of scheduled workdays each month (including travel and off-site meetings). Job Duties:
- To provide technical assistance to the Commission on complex gas and electric utility policy matters involving integrated resource planning, resource acquisition, etc.
- To evaluate and analyze complex miscellaneous rate, tariff, and service filings by utilities.
- To carry out miscellaneous technical projects relating to energy policy and/or rate regulation, as assigned by the Energy Planning Unit Supervisor.
These positions will work in the Commission's Energy Planning Unit providing policy and technical analysis and interpretation of complex gas and electric utility regulatory matters to ensure reliable, affordable, and sustainable utility service. The Energy Planning Unit positions analyze and advise on electric and natural gas utilities' integrated resource planning, resource acquisition, natural gas utility innovation under the Natural Gas Innovation Act, regional market and planning issues, and state policy implementation such as Carbon Free Standard and Eligible Energy Technologies Standard.
A Rates Analyst 3 advises the Commission on increasingly complex economic, regulatory and energy policy issues. The incumbent would be expected to examine and interpret, orally and in writing, utility filings on such topics as interaction of electricity and natural gas policies, comprehensive electric and natural gas planning, and related utility regulatory and energy policy issues, particularly as the Commission implements recently passed clean energy and decarbonization legislation. The incumbent would also be responsible for conducting research and preparing written or oral reports on other regulatory and policy issues before the Commission.
Qualifications Minimum Qualifications Three (3) years of relevant work experience with electric and/or natural gas utility planning, modeling analysis or relevant experience in a regulatory setting.
Applicants who meet the above experience requirements will be further evaluated based on the following:
- Thorough understanding of utility regulatory and energy planning concepts with strong written and oral communication skills to explain issues clearly and concisely.
- Experience writing formal reports for external distribution or briefings for decision makers.
- Demonstrated ability to independently analyze complex economic or regulatory information and exercise sound judgment in developing conclusions.
- Demonstrated ability to conduct research, investigations and to perform complex analyses of regulatory and policy issues.
- Ability to manage workload and multiple projects at one time.
- Proficiency with Microsoft Outlook, Word, Excel, and cloud applications.
A degree in Economics, Finance, Business, Energy/Public Policy, Public Administration, Statistics, Law (JD), Engineering, or related field will substitute for professional experience, as follows:
- Doctorate degree = 24 months of experience
- Master's degree = 18 months of experience
- Bachelor's degree = 12 months of experience
- Associates degree = 6 months of experience
Preferred Qualifications - Experience with electric and/or gas utility integrated resource planning and resource acquisition.
- Variety of experiences working effectively with others from different backgrounds and cultures.
- Strong knowledge of electric regional energy markets and gas utility industry structure.
- Strong knowledge of state, regional and federal energy regulation and policy.
- Excellent organizational skills.
- Ability to interpret statutes, Commission rules and regulations.
