About the Role

As the Public Safety Capture Manager, you will lead capture strategy, opportunity development, solution design, and business growth initiatives for the federal public safety market. You will serve as a principal advisor to sales teams, executives, solution architects, product teams, and strategic partners on complex opportunities requiring cross-functional coordination, technical solutioning, competitive positioning, and proposal execution.

You will identify, shape, qualify, and pursue strategic growth opportunities from early customer engagement through contract award. Working across organizational boundaries, you will align customer mission requirements with LexisNexis capabilities, emerging technologies, partner ecosystems, and delivery organizations.

This position requires a strong understanding of federal public safety customers and their strategic and operational needs. The successful candidate will combine customer and market expertise with capture-management, government-procurement, proposal-strategy, and technology-modernization experience to develop opportunities that support revenue growth and the organization's long-term objectives.

Responsibilities
  • Identify, qualify, and shape complex federal public safety opportunities.
  • Develop capture strategies, pursuit plans, win themes, and competitive positioning.
  • Influence opportunity direction before solicitation release through customer engagement and market-intelligence activities.
  • Lead capture activities throughout the opportunity lifecycle.
  • Establish bid/no-bid recommendations and coordinate capture reviews, risk assessments, and executive decision-support activities.
  • Maintain accountability for opportunity readiness and pursuit execution.
  • Lead the development of complex responses to Requests for Information, Requests for Quotation, Requests for Proposal, Sources Sought notices, and white-paper requests.
  • Drive proposal compliance, requirements traceability, solution narratives, pricing strategies, and competitive discriminators.
  • Ensure proposals align with customer mission objectives and acquisition requirements.
  • Maintain expertise in federal procurement processes, contract vehicles, acquisition strategies, and government funding programs.
  • Provide guidance on emerging market requirements and public safety modernization priorities.
  • Analyze competitors, market trends, acquisition forecasts, and industry developments.
  • Assess competitive strengths, weaknesses, threats, and opportunities, and develop actionable strategies that improve probability of win.
  • Advise executive leadership on strategic opportunities, investment decisions, pursuit risks, and growth initiatives.
  • Develop executive-level briefings, business cases, and growth recommendations.
  • Represent the company during executive-level customer engagements.
  • Use AI-enabled analytics and market-intelligence capabilities to improve opportunity assessment, customer engagement, and proposal development.
  • Develop repeatable methodologies, tools, and processes that increase pursuit efficiency and effectiveness.
  • Partner with Sales, Product Management, Solution Architecture, Engineering, Alliances, Marketing, Operations, and executive leadership.
  • Develop and maintain opportunity pipelines aligned with growth objectives.
  • Facilitate customer workshops, demonstrations, technical exchanges, and executive presentations.
  • Develop reusable capture, proposal, and solution assets.
  • Establish repeatable processes and best practices that support business growth.
  • Mentor sales teams, capture managers, solution architects, and pursuit personnel.
  • Support strategic-partner identification and ecosystem development.
  • Conduct post-award and post-loss assessments to strengthen organizational learning and future performance.
  • Perform other duties as assigned.


Requirements
  • Bachelor's degree or equivalent professional experience.
  • 10 or more years of experience in government business development, capture management, federal public safety, or technology consulting.
  • Experience leading large, complex federal, state, local, or public safety pursuits.
  • Strategic experience working with or supporting federal public safety, law enforcement, intelligence, or related government customers, with the ability to understand customer missions and translate their needs into business and solution strategies.
  • Demonstrated experience with government acquisition processes, contract vehicles, and procurement regulations.
  • Experience developing and executing win strategies for competitive opportunities.
  • Strong understanding of federal public safety, law enforcement, intelligence, identity, fraud, investigative, and information-sharing environments.
  • Exceptional written, verbal, presentation, and executive communication skills.
  • Demonstrated ability to lead cross-functional teams without direct supervisory authority.
  • Strong analytical, strategic-planning, and problem-solving capabilities.
  • Experience using AI-assisted business-development, capture, proposal, or market-intelligence tools.
Preferred Qualifications
  • Shipley Capture or Proposal Certification.
  • Experience with identity intelligence, data analytics, investigative systems, or public safety technologies.
  • Active or previous Top Secret security clearance.
  • 15 or more years of leadership experience supporting government customers.
  • Proximity to a federal public safety customer hub, such as the Washington, D.C., or Huntsville, Alabama, areas.

U.S. National Base Pay Range: $108,400 - $201,500. Total Target Cash Range: $166,800 - $309,700.
