Responsibilities
The Bureau of Surveillance and Data Systems (BSDS) is responsible for the management and oversight of several New York State Department of Health (NYS DOH) mission critical surveillance systems including the New York State Immunization Information System (NYSIIS) and Electronic Clinical Laboratory Reporting System (ECLRS), Communicable Disease Electronic Surveillance System (CDESS), the Electronic Syndromic Surveillance System (ESSS), and the Outbreak Management Solution (OMS). BSDS has oversight of the design, development, implementation, maintenance, enhancement, and training related to the mentioned systems, and all aspects of electronic surveillance data for over 60 reportable communicable diseases and emergency communicable disease events to ensure statewide compliance with reporting and tracking for reportable and emerging disease threats. In addition to supporting these systems, the bureau conducts analysis of data from these systems including merging with other applicable systems.
The Public Health Informatics Specialist Ill will coordinate and support two functions: (1) Electronic Clinical Laboratory Reporting System (ECLRS) help desk and, (2) onboarding electronic Case Reporting (eCR) providers and data. ECLRS technical assistance includes responding to technical questions from physicians, health care facilities, and laboratories reporting to ECLRS. The incumbent will serve as a technical resource for the Electronic Clinical Laboratory Reporting System (ECLRS) and electronic Case Reporting (eCR) initiatives, ensuring the quality, integrity, and usability of surveillance data received from healthcare providers, laboratories, and other reporting entities statewide. The incumbent will evaluate data quality and reporting issues, analyze complex HL7 message transactions and reporting workflows, develop and maintain technical documentation and standard operating procedures, and provide technical guidance to internal and external partners regarding electronic disease reporting requirements. As new providers are onboarded, the incumbent will ensure that they meet the minimum data quality standards and work with providers. The incumbent will be responsible for authoring and re-authoring eCR conditions within the Reportable Conditions Knowledge Management System (RCKMS) system. As new eCR tools are developed, the incumbent will support developing requirements, test and validate those tools.
Minimum Qualifications
Bachelor's degree in Epidemiology, Biostatistics, Computer Science, Information Technology, Information Science, Public Health or a related field and three years of data analysis experience; OR an Associate's degree in a related field and five years' data analysis experience; OR seven years of such experience. A Master's degree in a related field may substitute for one year of experience
Preferred Qualifications
Master's degree in Public Health or related field and at least five years of experience in public health surveillance, business analysis, creating workflow charts/diagrams, mapping data to HL7 messages, messaging standards (XML, X12, FIHR), data quality standards, user acceptance testing and informatics of public health program data. Experience with IT systems and/or large, population-based or other health-related data (e.g. CDESS, ECLRS, syndromic surveillance), disease registries (e.g. NYSIIS) and working with confidential data, system documentation, eliciting requirements from non-technical users, or database design. Use of tools such as HL7, SAS and SQL; knowledge of relational databases.
Conditions of Employment
Grant funded position expected to last through 11/30/2027. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.
The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.
This position is eligible for a hybrid work schedule, with a combination of onsite and remote work.
