Job Description

The Proposal Manager - Mining & Metals leads the development of competitive, technically sound proposals for capital project studies (FEL1-FEL3), EPCM, and execution engagements within the mining, metals, and minerals processing business line. Unlike a traditional proposal/marketing coordinator role, this position is project-focused: the incumbent is expected to bring hands-on experience as a Project Manager, Project Engineer, or Project Specialist on mining and metals projects, and to apply that technical and execution knowledge directly to shaping the technical response, scope, execution strategy, and staffing plan for each pursuit.

The Proposal Manager reviews and interprets the RFP/RFQ, engages discipline engineering leads and supporting functions (HSE, quality, procurement/contracts, construction management) to compile the technical response, effort-hour estimates, and win strategy, and partners with resource/department managers to identify the right team if the pursuit is successful. For smaller-scope pursuits, the incumbent may also be called upon to manage the study or project directly, applying sound project and study management fundamentals. Given the compressed timeframes typical of proposal development, strong planning discipline is essential - the incumbent must build realistic schedules that secure discipline inputs on time and account for all required internal reviews and approvals.

You will find success in your ability to:
  • Review and interpret RFP/RFQ requirements, client evaluation criteria, and contractual terms to define scope, win themes, and proposal strategy
  • Lead development of the technical proposal content, including scope of work, project/study execution plan, methodology, schedule basis, and technical narrative
  • Engage discipline engineering leads (process, mechanical, civil/structural, electrical, instrumentation, etc.) and functional groups (HSE, quality, procurement/contracts, construction) to compile accurate, integrated technical input
  • Develop, challenge, and defend effort-hour estimates, staffing plans, and cost/schedule basis in coordination with discipline leads, estimating, and project controls
  • Establish and manage the overall proposal schedule and production plan, ensuring discipline inputs, reviews, and approvals (e.g., technical, commercial, executive sign-off) are received on time despite short pursuit timeframes
  • Plan, organize, and lead proposal strategy sessions, kickoff meetings, storyboarding, and color-team style reviews to sharpen the win strategy and value proposition
  • Partner with business line and resource/department managers to identify, confirm, and align qualified personnel for execution if the pursuit is awarded
  • Serve as project manager or study manager on smaller-scope studies or proposal-related efforts, applying core project management practices (scope, schedule, cost, risk, and resource control)
  • Coordinate with the Marketing & Proposal Development team on compliance matrices, formatting, brand standards, and production logistics, while retaining ownership of technical accuracy and completeness
  • Facilitate collection of author input, track outstanding action items, and hold contributors accountable to deadlines throughout the proposal lifecycle
  • Capture lessons learned and maintain technical content libraries/templates to improve efficiency and quality on future pursuits
  • Maintain compliance with all applicable policies, procedures, and corporate/global standards
  • Adhere to and support Fluor's health, safety & environmental, and sustainability policies
  • Other related duties as assigned


Basic Job Requirements

  • Accredited four (4) year engineering or technical degree, or global equivalent; or a combination of education and directly related experience equal to nine (9) years if non-degreed
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, client, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective mannera


Other Job Requirements

  • Minimum of five (5) years of project-related experience in mining and metals capital projects and/or studies, gained in a Project Manager, Project Engineer, or Project Specialist capacity (or equivalent role)
  • Working knowledge of project and study management fundamentals, including scope, schedule, cost, resource planning, and risk management
  • Ability to communicate effectively and lead cross-functional teams that include management, discipline engineers, coworkers, clients, vendors, and contractors
  • Job-related technical knowledge necessary to complete the job, including Microsoft Word, PowerPoint, and Excel


Preferred Qualifications

  • Prior experience developing or contributing to technical proposals, compliance matrices, and win strategies in an engineering/construction (EPCM) environment
  • Familiarity with industry estimate classifications and study phase terminology (e.g., AACE Class 5-3, FEL1-FEL3) and CII/IPA benchmarking practices
  • Strong organizational and multitasking skills, with the ability to manage multiple concurrent pursuits under tight, compressed deadlines
  • Excellent proposal planning and scheduling discipline, ensuring timely discipline inputs and adequate time for internal reviews and approvals
  • Strong technical writing and editorial skills, with the ability to translate complex engineering input into clear, client-focused proposal content
  • Project Management Professional (PMP) certification, or equivalent, suggested
  • Working knowledge of online integrated proposal management systems and desktop publishing/graphics tools
  • Flexible and adaptable approach; willing and able to accommodate a high-paced, deadline-driven environment
  • Customer-focused with the ability to develop and sustain productive client relationships while meeting company needs
  • Analytical, strategic-thinking approach to problem solving and proposal win-strategy development

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $92,000.00 - $171,000.00
