Standard Job DescriptionWhat You Will Be Doing
As a member of the ADP Pricing and Estimating Organization, you will serve as the pricing lead for proposal efforts, responsible for compiling cost, schedule, and techinical elements to develop compliant and competitive proposals in accordance with customer Request for Proposal (RFP) requirements. In this role, you will partner with functional organizations across the business to collect, analyze, and integrate proposal inputs while shaping buiness case analyses and pricing strategies that support organizational objectives.
You will play a key role in developing and maturing cost methodoligies, supporting customer engagements, and contributing to contract negotiations. This position also offers the opportunity to drive continuous improvement initiatives within the pricing and estimating function while providing guidance and mentorship to less experienced Proposal Analysts.
Develops, plans & schedules proposals in accordance with estimating policy,Federal Acquisition Regulations (FAR) & Defense Federal Acquisition Regulations (DFARS) requirements, USG Bus. System Requirements & other govt. regulations. Shapes, develops & matures bus. case analyses & cost methods resulting in a comprehensive bid/price strategy. Develops initiatives to increase profitability & cashflow. Acts as the estimating lead on proposals compiling cost, schedule, & technical elements to development proposals in accordance with Request For Proposal (RFP) specs. Coordinates the collection of cost, scheduling, & performance elements from functional departments. Performs financial modeling & analyses related to major proposals, including rate studies & analysis, bus. case development, cash flow analysis, NPV & IRR & presents analyses & recommendations to leaders. Researches & analyzes historical data, develops cost models to support proposal efforts & determination of accuracy of functional estimates. Participates in should-cost & pricing reviews with mngmt & customer reps. Participates as a member of the contract negotiating team & interacts with DCAA /other audit agencies. Initiates process improvements to enhance productivity & efficiency within pricing & estimating functions. May provide day-to-day direction & guidance to less senior Proposal Analysts. Develops, communicates, & implements Estimating & Pricing policies/procedures, & conducts monitoring & surveillance activities to ensure that the policies/procedures are being thoroughly & consistently implemented. Possesses comprehensive written & oral communications skills to support proposal development activities, executive proposal reviews, fact-finding & negotiations, & interaction with DCAA/other audit agencies.
Basic Qualifications- Bachelor's degree or above from accredited school
- Experience using proposal estimating or pricing systems such as APTS, ProPricer, PCTops, CPS, or BOE tool usage
- Familiarity or experience with FAR, Part 15 proposal requirements
- Experience coordinating complex estimates with changing requirements
- Must be able to maintain a Security Clearance
Desired Skills- Pricing or functional estimating experience
- Experience with Microsoft Excel and Powerpivot at an advanced or expert level
- High attention to detail and ability to work with a large volume of data
- Excellent written and oral communication skills
Pay InformationFull-Time Salary Range: $89100.00 - $165500.00

- Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
- For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
