Project Programmer
The Project Programmer develops and maintains programming packages for FSRM, energy, MILCON, NAF, and ERCIP projects, including project requirements, scopes, DD Forms 1391, cost estimates, justifications, and NexGen IT/CPP records.
A Government contract requires that this position be filled by a person with legal United States residency and work authorization status. The selected candidate must be eligible to obtain and maintain installation and restricted-area access, including completion of required background checks and training.

Responsibilities Include:
Program FSRM, energy, MILCON, NAF, and ERCIP projects in accordance with AFCEC business rules, DAFIs, UFCs, and applicable Air Force and Space Force guidance.
Program up to 15 projects annually and maintain required project data, documentation, approvals, and execution-method determinations.
Obtain, validate, and document project requirements from requirements owners, engineers, shops, tenant organizations, and other stakeholders.
Develop project scopes, requirements documents, project justifications, and supporting programming packages.
Prepare PACES-based parametric cost estimates and written bases of estimate within required project timelines.
Prepare, update, and coordinate DD Forms 1391, Comprehensive Planning Platform entries, Budgetary Cost Analysis Management Plan documentation, Installation Priority List materials, and project advocacy slides.
Maintain accurate project records in NexGen IT, CPP, and other Government-required systems.
Review NexGen IT project assignments daily and monitor AFCAMP timelines and deadlines.
Support work order review boards, project information meetings, project validation efforts, and Headquarters Project Authorization Tool submissions.
Support project funding advocacy, approval actions, and programming milestones.
Prepare monthly project-status information for the required Project Status Report.
Perform other project-programming and engineering-support duties within the scope of the position.
Experience, Education, Skills, Abilities Requested:
Bachelor’s degree in engineering or architecture and at least five years of experience as a facility design engineer or construction project manager; or
At least five years of experience in DoD/DoW project programming and development of programming documents, including DD Forms 1391.
Comprehensive knowledge of engineering principles and analytical techniques supporting civil engineering disciplines.
Experience developing project scopes, requirements documents, cost estimates, justifications, and project-programming packages.
Knowledge of AFCEC business rules, AFCAMP, DAFI requirements, UFCs, and Air Force or Space Force project-programming processes is preferred.
Experience using NexGen IT, CPP, PACES, or similar project-programming and cost-estimating systems is preferred.
Ability to manage multiple projects, maintain accurate records, and meet recurring deadlines.
Strong written and verbal communication skills.
Proficiency with standard office productivity tools, including word processing, spreadsheets, email, and electronic document-management systems.
