Key Duties:
• Manage the design of drinking water facility projects (water mains up to 84" in diameter,
drinking water storage facilities, drinking water treatment plant improvements, site
facilities, etc), including formulation of project scope, preparation of requests for
qualifications, reviewing/selecting engineering consultants, and finalizing scope and fee.
Oversee the design of the project. Complete plan reviews, provide input into design,
keep the designer on scope, oversee permitting of the project, and maintain schedule.
• Manage the bidding of drinking water projects to contractors. This will include
conducting pre-bid informational meetings with contractors and addressing contractor
questions during bidding. Review contractor bids and work to bring the contractor under
contract.
• Review contractor material submittals and manage all aspects of the construction of
drinking water projects.
• Perform on-site inspections verifying safety of site and surroundings, adherence to plans
nd specifications, and adherence to Missouri Department of Natural Resources
regulations.
• Provide general oversight of construction inspection staff.
• Coordinate on any necessary field changes and plan tie-ins/shutdowns of water mains.
Coordinate valve closures with internal crews, coordinating notification area, ensuring
connections are made correctly, verify proper bacteriological testing is performed and
proper notice of any boil advisory is released. Address customer issues that may arise
during construction projects.
• Review invoicing for completeness and accuracy and process all payments through the
finance department.
• Perform permit closeout including the submission of all necessary paperwork and
scheduling of any necessary closeout inspections.
• Organize field investigations of drinking water systems to determine causes of pressure
nd flow issues.
• Prepare and improve department standard operating procedures.
• Review road, utility, and accessibility projects for conflict with existing water systems.
Coordinate any necessary relocations with the project owner, including oversite of funds
reimbursement.
• Assist in system data collection through use of GPS equipment. Ensure project data is
collected by contractor and inspection staff. Coordinate delivery of system data to GIS
mapping department.
• Maintain comprehensive file of project activities during the project life. This includes all
correspondence, agreements, invoicing, design iterations/comments, submittals, etc.
• Prepare budgetary estimates for drinking water projects.
• Identify new project needs in an advisory capacity to the Engineering Manager. Assist in
large-scale planning projects and provide input into project direction planning.
Minimum Qualifications:
• Knowledge and level of competency commonly associated with the completion of a
baccalaureate degree in a course of study related to the occupational field.
• Experience sufficient to thoroughly understand the work of subordinate positions to be
ble to answer questions and resolve problems, usually associated with one to three years
of related experience or service.
Preferred Qualifications
• Experience managing capital improvement projects with a utility.
• Possession of MODNR Distribution System Operator License.
