Job Summary

Under limited direction, performs professional engineering and project management work involving capital improvement plan (CIP) management, delivery, oversight, and engineering technical analyses related to water, wastewater, and electrical systems to assure the timely delivery of company infrastructure and business objectives.

Responsibilities

Project ManagerManages the timely delivery of company capital improvement (CIP) projects involving engineering studies, engineering design, and infrastructure construction.

Establishes critical project management policies, procedures, objectives, and performance metrics for CIP projects.

Collaborates with internal stakeholders to ensure proper project staffing and to achieve targets and standards for project schedule and financial performance.

Communicates effectively with company executives to identify CIP project performance. Develops and nurtures key employee collaboration and is the primary contact on assigned CIP projects.

Collaborates effectively with management in solving project and budget challenges and ensures company infrastructure and business objectives are met timely.

Facilitates and establishes CIP project budget reporting, scheduling, work breakdown structure, set-up and close-out, quality assurance/quality control (QA/QC), communication, progress, cashflow tracking and forecasts, and level activities as required.

Directs the turnover of project documentation, technical documentation, warranty administration, and financial information for fixed asset management and for infrastructure asset management.

Performs professional engineering tasks including analysis, reports, designs, specifications, and production of projects.

Completes other job duties as assigned.

Senior Project Manager (in addition to all duties listed above)

Engages in community input by giving public presentations and workshops.

Coordinates and conducts capital improvement plan (CIP) status meetings with the various stakeholders including company executives, board members, City staff, etc.; presents board agenda items and CIP project status at company board meetings.

SUPERVISORY RESPONSIBILITIES

Project Manager


Provides leadership to a multi-disciplined team of internal engineers, finance staff, external consultants, and outside contractors to ensure the efficient use of project budgets.

Provides cross-departmental leadership and technical expertise in support of capital improvement plan (CIP) project management and delivery and associated practices.

May be responsible for the daily activities and responsibilities of the department in the absence of the manager.

Senior Project Manager (in addition to all responsibilities listed above)

Provides expert-level technical mentorship, guidance, and support to the various company engineering teams.

Knowledge of the entire project management life cycle for municipal infrastructure projects.

Knowledge of public procuring laws and regulations.

Knowledge of project planning, scheduling, time management, and controlling.

Education & Experience Requirements

Project ManagerBachelor's Degree with a major in Civil or Construction Engineering or a related field from an Accreditation Board for Engineering & Technology (ABET) accredited university program and Six (6) years of progressively responsible experience in municipal civil engineering or construction projects, with a minimum of two (2) of those years of experience as responsible-in-charge (RIC) for construction projects.

Senior Project Manager

Two (2) additional years of experience as responsible-in-charge (RIC) for construction projects are required.

Certificates, Licenses, Registrations

Requires a valid Texas Driver License or receipt of a valid Texas Driver's License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.

Project Manager

Must be a Professional Engineer licensed in the State of Texas. Professional Engineer licenses from other states may be allowed; however, candidate must acquire a Professional Engineer license from the Texas Board of Professional Engineers and Land Surveyors (TBPELS) within 12 months of appointment in order to remain in the position.

Possession of a Project Management Professional (PMP) certification from the Project Management Institute (PMI) is preferred.

Possession of a Certified Construction Manager (CCM) certification from the Construction Management Association of America (CMMA) is preferred.

Senior Project Manager

Requires a Project Management Professional (PMP) certification from the Project Management Institute (PMI).

Requires a Certified Construction Manager (CCM) certification from the Construction Management Association of America (CMAA).
