Project Manager, Utility Data & Benchmarking Compliance

CodeGreen is seeking a Project Manager to join our Sustainability Data team, part of our Higher Performing Buildings pillar. The preference is for the role to be based in New York, NY but will also consider candidates in Washington, DC and Boston, MA. This is a hybrid in-office role, reporting to the Director, Building Performance Standards.

Overview

This role supports that mission by delivering solutions that improve building performance and contribute to healthier, more sustainable, and higher-performing environments.

CodeGreen is seeking a Project Manager to join our Data and Building Performance Standards team, focused on utility data management and benchmarking / BPS compliance. This is a great fit for a sustainability professional with who wants to own client relationships, manage a growing portfolio of buildings, and become a subject matter expert on the country's most consequential building climate laws - starting with NYC Local Law 97, DC BEPS, and Boston BERDO 2.0.

You'll work directly with senior consultants and clients, manage annual benchmarking filings and BPS compliance strategy, oversee utility data quality across large portfolios, and help clients turn regulatory obligations into decarbonization pathways. As you grow, you'll take on more complex portfolios, mentor Sustainability Analysts, and move toward the Project Manager II level.

Your Impact as Project Manager

Major Compliance Markets (NYC, DC, Boston)
  • Lead annual benchmarking submissions and BPS compliance strategy for client portfolios in New York City (Local Law 84 / Local Law 97), Washington, DC BEPS, and Boston BERDO 2.0.
  • Track buildings against emissions and energy performance thresholds; proactively flag compliance risk and advise clients on pathways such as electrification, retrofits, RECs, and alternative compliance options.
  • Prepare compliance memos, deadline calendars, and risk dashboards for property teams, asset managers, and sustainability leads.
  • Stay ahead of regulatory changes - rulemaking, guidance updates, and enforcement - and translate them into clear client guidance.

National Portfolio Data Management
  • Support benchmarking submissions and BPS tracking for client portfolios in additional jurisdictions, including Montgomery County, MD, State of Maryland, Philadelphia, PA, Chicago, IL, Denver, CO, State of Washington, State of California, and Seattle, WA.
  • Manage end-to-end utility data workflows across electricity, gas, steam, water, and fuel oil - including aggregate data feeds, letters of authorization, whole-building data requests, and third-party services (Urjanet, Utility API, Arcadia).
  • Perform ongoing data QA/QC in ENERGY STAR Portfolio Manager (ESPM), maintaining property, meter, and space-use attributes across large portfolios.
  • Support National Client with reporting utility data to the Global Real Estate Sustainability Benchmark (GRESB) through GRESB specific data reporting requirements.

Client & Project Management
  • Serve as day-to-day project manager and point of contact for a portfolio of clients, managing timelines, deliverables, budgets, and internal team coordination.
  • Provide training and education to client stakeholders on utility data hygiene, ESPM, and jurisdictional compliance requirements.
  • Mentor Sustainability Analysts by reviewing deliverables, providing task guidance, and modeling CGS quality and communication standards.

What You'll Bring to CodeGreen
  • Minimum 3 years of professional experience in sustainability consulting, utility data management, energy benchmarking, ESG reporting, or building policy compliance.
  • Hands-on experience with ENERGY STAR Portfolio Manager (ESPM) is required.
  • Working knowledge of and experience working with at least one of the following: NYC LL84/LL97, DC BEPS, or Boston BERDO 2.0. Familiarity with additional benchmarking and BPS jurisdictions is a plus.
  • Strong Microsoft Excel skills (pivot tables, lookups, data cleansing); additional data and analytical skills and software familiarity is a plus.
  • Bachelor's degree in sustainability, environmental science, energy policy, urban planning, data analytics, engineering, or a related field - or equivalent professional experience.
  • Excellent written and verbal communication skills, with the ability to translate technical data and compliance requirements for varied client audiences.
  • Highly organized self-starter who thrives managing multiple concurrent priorities and jurisdiction-specific filing calendars.
  • Relevant certifications or progress toward certifications such as LEED Green Associate/AP or a PMP are a plus.
